The purpose of this study is to examine the environmental impact of fabric-dying and leather industries in Pochon-Gun, Kyunggi province. The study analyses the causes of environmental conflict between industries and local residents and local government. Data were obtained by interviews using questionnaires from local residents and people in the fabric-dying and leather industries. The reasons for studying the environmental impacts by local unit is as follows: environmental problems are related to local causes; local plans, policies, and practices are achieved in a local unit.
Results of the study are as follows
First, the environmental problems accure because of the water polluting by the fabric-dying and leather industries in the study area. These manufacturing industries have been forced to relocate in the region by the Capital Regions Development Plan (a plan which forces to move out polluting industries). The study areas are a kind of shadow areas in the Capital Region in terms of the region's development plans.
Second, these manufacturing industries create employment opportunities for the local area, while at the same time the area has to bear environmental problems.
Third, efforts have been paid to reduce coflict between residents and the local governments. Local residents are becoming aware of environmental problems and industries are attempting to reduce polluting wastes and local governments is revising environmental protection regulations and laws.
All of these efforts, however, are not enough to solve environmental problems. In Korean society economic development has a higher priority than environmental conservations. It is desirable to find a balance between economic development and environmental conservations in an area. This requires that industries, residents and government have to work together to improve environmental qualities themselves.
