청소년복지지원법의 구성과 내용에 대한 비판적 분석 = An Analysis of the Structure and Contents of the Newly Revised Youth Welfare Support Act

Recently the Korean Assembly revised the Youth Basic Law into three specific laws; that is, Youth Basic Act, Youth Activities Promotion Act and Youth Welfare Support Act(YWSA). With that amendment, it seems that the youth activities and youth welfare would be more activated than the previous day in appearance. However, the revised Acts including YWSA have some serious problems in detail. The YWSA has the following problems; 1) There is no consensus about such controversies as, What does mean the youth welfare?, What is the first priority in securing the youth welfare? and What kind of institutions are needed for securing the youth welfare?. 21 The existing Children Welfare Act, which regulated the childhood period no more than the age of 19 years, should have been under consideration seriously to be amended. So that youth welfare could be supported and promoted in accordance with the Children Welfare Act. 3) It is not the high time to promulgate the YWSA at present. Now it is time to concentrate our effort to promote the youth activities in view of the shortage of budget allocated in field of youth promotion.
