This study is an attempt to develop a analytic framework for explaining the functional expansion of regional economic institution. With the case of APEC's expansion to cover security issue, this study firstly, tries to categorize the pattern of functional expansion of regional economic institution. Secondly, this study suggests key variable for analyzing the functional expansion of regional economic organization. The organizational characteristics such as the level of institutionalization matters in expanding the function of the organization. Also, the role of strong members is critical in the transformation of the organization. More importantly the existence of external shock such as the 9.11 is important in the sense that external shock provides an incentive for members to include security issue which has not been the major agenda of the organization. The functional expansion of APEC could be characterized as hegemon-initiated model of expansion. The future of APEC as a bona fide organization for security and economic cooperation in Asia-Pacific will be dependent upon the role of the U.S. and the continuos presence of common security threat such as terrorism in the region.
