한국의 발전국가와 정체성의 정치 = 박정희 시기 재일교포 기업인들의 민족주의 담론과 인정 투쟁

국문 초록 (Abstract)

한국의 발전국가에 대한 기존 논의들은 대부분 수출주도 산업화를 가능하게 했던 국내적·국외적 요소들을 구분하는 국민국가적 프레임 위에서 진행되어왔다. 이러한 프레임은 초기 산업화 과정에서 재일교포 기업인들의 역할을 포착해내지 못한다는 한계를 노정한다. 이제까지 한국의 발전국가 형성 과정에서 재일교포 기업인들의 역할이 학계의 큰 주목을 받지 못하고 있는 실정은 이러한 한계를 반영한다. 이렇게 볼 때 이들, 즉 일본인도 한국인도 아닌 재일교포 기업인들의 동기는 아직 제대로 규명되지 않았다고 볼 수 있다.
따라서 본 연구에서는 먼저 1960년대 한국의 수출주도 산업화에 참여했던 재일교포 기업인들이 누구인지, 어떠한 역사적·경제적·문화적 배경을 가진 집단인지를 살펴볼 것이다. 이러한 고찰은 자연스레 이들이 한국 사회에 재진입했을 때 이들을 가로막고 있던 문화적 장애물들이 무엇인지를 보여줄 것이다. 더불어 이러한 문화적 장애물들을 제거 또는 우회하기 위해 한국 정부와 재일교포 기업인들, 두 행위자들이 어떠한 담론 전략들을 활용했는지를 인정 투쟁의 관점에서 고찰할 것이다. 이러한 작업은 잊혔던 재일교포 기업인들의 역할을 재조명하는 것을 넘어서, 어떻게 이들의 기여와 역할이 발전국가 논의 자체에서 사라졌는지를 이해하는 데 도움이 될 것이다. 나아가, 이는 시장 행위자들이 단순히 물질적 이해만을 추구하는 경제적 행위자들이 아닌, 상징과 정체성 등의 문화적 구성물들을 형성·활용하는 동시에 그로부터 제약을 받는 사회적 행위자임을 재확인시켜줄 것이다.

다국어 초록 (Multilingual Abstract)

Under the nationalist frame, Korean-Japanese have remained as a hidden actor in the miracle of Han River despite their formidable contribution to the early success of export-led industrialization. This article approaches the roles of Korean-Japanese businessmen in the success of Korean Developmental State under Park Chung-Hee regime from a cultural perspective and intends to extend the spectrum of the Korea Developmental State debates beyond the infirmities of existing literature confined to political and economic factors.
First, this article scrutinizes the historical, economical, and cultural backgrounds of Korean-Japanese businessmen who participated in the export-led industrialization in the early 1960s. It will show the cultural obstacles for Korean-Japanese to re-enter the Korean society, that is, negative identities of Korean-Japanese such as ‘half-Japanese’, ‘NK’s spies’, or ‘upstarts’. This article analyzes how the two actor, the Korean Developmental State and Korean-Japanese businessmen, utilized the discourse strategies to circumvent these obstacles in the light of recognition struggles. Park internally shaped the positive identity of Korean-Japanese and externally pressed Korean-Japanese businessmen for the contribution to their mother land. Korean-Japanese businessmen also utilized Park’s nationalist discourses and reshaped their identities in order to catch the business opportunities in Korea. In sum, the two actors utilized the identical discourse of nationalism in order to pursue their different interests.
