자유/무료 노동의 화폐적 보상 = 소액 결제 혹은 보편적 기본 소득

국문 초록 (Abstract)

이 연구는 ‘자유/무료’ 노동의 화폐적 보상 방안을 소액 결제(Micropayment) 시스템과 보편적 기본 소득(Universal Basic Income) 관념을 중심으로 살펴본다. 네트워크 속 인구들의 자원적(自願的)·자발적인 활동과 상호작용으로 구성되는 자유/무료 노동은 현대 경제의 물질재와 비물질재 생산 모두를 포괄한다. 자율적 조직화라는 기본 작업 논리에서 수행되는 자유/무료 노동은 자본 기능의 생산과정 외부화 혹은 자본의 지대되기 경향을 가속시킨다. 부불(Unpaid) 노동이 창출한 사회적·공통적 생산물에 대한 자본의 사적 전유는 인지 자본주의 착취의 핵심 요소가 되며, 플랫폼 제공 기업이 요구하는 약관에 대한 동의는 사회관계 속에 배태된 강제성의 표식으로 해석될 수 있다. 콘텐츠 벡터 계급은 디지털 저작권 관리(Digital Right Management) 기술의 도입으로 디지털 공유지의 엔클로저를 심화시키고 있는 반면, 소액 결제 시스템이라는 시장주의적 접근을 통해 인지 자본주의 부와 가치의 불공정 분배 문제를 다루려는 다양한 흐름도 나타나고 있다. 그러나 보편적 기본 소득 제도야말로 자유/무료 노동의 사회적·공통적 가치 생산 특성에 부합하는 적절한 화폐적 보상 방안이 될 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

‘Free labor’ constitutes a major resource of value creation in cognitive capitalism. Composed of voluntary and spontaneous activities and interactions of networked brains, free labor covers material and immaterial productions of contemporary economy. Based on the working principle of autonomous organization, it facilitates the externalization of capital function and the becoming rent of capital. Private appropriation of social and common products of unpaid labor becomes a key object of exploitation in cognitive capitalism, agreements of users on the terms of use required by platform providers may be interpreted as a form of enforcement embedded in social relationship. Content vectors extend the digital enclosure by introducing Digital Right Management technologies. Platform vectors and some libertarian comsumer sectors seek to approach to the issue of the unequal distribution of wealth by employing the market-oriented ‘Micropayment System. Yet, basic income alternative could be considered as the most effective way to guarantee the social and common compensation of free labor and the management of the inherent instability of today’s cognitive capitalism.
