현대 산업자본주의체제의 복지패러다임 연구 = A Study on the Welfare Paradigm in the Modern Industrial Capitalism System

국문 초록 (Abstract)

복지문제는 욕구에 대한 반응기제이다. 복지환경과 복지체제는 욕구와 반응의 상보적 관계를 형성한다. 현대의 산업자본주의를 유지하는 복지환경은 매우 다면적이고 동태적인 성격을 띠고 있다. 복지체제는 복지환경의 영향을 받게 마련이다. 그 동안 유지되어 왔던 국가복지주의 체제는 불안정한 자본주의 거시경제의 질서속에서 불가피한 수정을 하지 않을 수 없게 되었다. 그 수정의 단초는 기존의 국가중심 복지체제의 재편을 시도하는 일이다. 기본적 인식관점은 복지수요에 대한 국가책임과 역할을 보다 다원화하는 것으로 귀착된다. 거시적으로는 복지사회를 근간으로 하는 복지국가의 역할 모델이다. 국가를 포함하는 사회 제 부문들이 시민적 책임으로 복지문제를 공유·인식하는 기제로서 복지거버넌스 시스템을 상정하는 것이다. 동시에 이러한 시스템을 운영하는 원리 및 수단으로서 근로기반복지를 전제하는 것이다. 복지사회의 토대위에서 자본주의 생산성과 공동체의 사회적 효율성이 동시에 확보될 수 있는 조건을 가지게 될 때, 비로소 제도적 권리의 복지국가가 적극적 역할을 하게 되는 것이다.
