地域社會開發事業을 論함 = Study of rural community development programs

다국어 초록 (Multilingual Abstract)

An agricultural rural community is a regional organization in which the people line together with desires, interests and activities to achieve better life. In order to solve the facing problems in the community the people in such organization make a volunteer team and develope a plan for cooperative works by pooling their mutual experiences and the spirit of dedication for their own community under an appropriate assistances from government, and it is known as the nature of a community development program.
The economy in Korea is yet in a shortage of employment opportunities with high rate of unemployment. Out-flow of rural population without adeuquate job opportunities into the over crowed urban sector is a critical problem while the growth rate of the economy is not rapid enough to provide sufficient employment for the annually increasing population. Under such situation fuller exploitation of potential resources for community developments and creation of new developmental resources are an essential task for the econonmy.
Thus, it is a challenging task to us to take the actions for community development programs, and o investigate on the suitable programs which will fit into the local conditions of rural Korea in comparison with the experiences and programs in other countries. The rural communities in Korea are characterized as in the following;
1. Over population-excess supply of labor resources.
2. Lack of adequate health services.
3. High rate of illiterate,
4. Out of employment.
5. Low rate of resource productivities.
6. Mal-nutrient condition of farm people.
7. Poor transportation facilities.
8. Slow rte of capital formation.
And these factors are interrelated to make a continual vicious circle under which the farm people are frustrated and are in a state of low level of achievement desires. The roles or rural community development programs are to get rid of farm people from such circumstances. As Mr. Nehl, the ex-premier of India, said once a silent revolution is needed to break off the traditional society toward modernization.
