Although various multicultural policies during last years are initiated in the light of multiculturalism, there is still no sign of improvement in the human rights of migrant workers. In contrast to the background, this article will assert that the universal human rights hardly grasped in the concept of multiculturalism could in the light of cultural pluralism be basic value for the keeping of cultural diversity. For this purpose, we will examine at first corelation between cultural diversity and human rights theoretically. Furthermore, we will take a close look at two important spheres opening practical way of intervention namely, ``Convention on the Protection of the Cultural Contents`` of the UNESCO and ``Global Commission on International Migration`` of the UN. Because practical efforts to make better human rights of the migrant workers have been put in force actively in the EU, we need to observe briefly various discourse sectors for the improvement of human rights like avoidance of labour exploitation, opening up ``return option`` of temporary migrant workers, offering right to information by the state, gender-sensitive migration policy, protection of the right to health and social security, protection of refugee, etc. After that, we would find out to what extent these discourses of human rights in the EU will have influence on improvement of migrant workers in Korea.
