This paper aims to explain the conflictual situation over the reorganizing process and between members through the case of Nakanobu shopping-street. The NPO which invented the very new model called Paid-volunteer and Nakanobu has connected activities, and this connection caused the various conflicts in the stage of Local retail system. In order to differ from the earlier studies, the dynamic and institutional perspective and a new theory called Local retail system are used for the case analysis.
The implications are as below. First, the administrative policy to help the early stage business is needed. The early stage business, especially NPO which has a weak financial foundation, has a little experience and their system are unskilled when it actually starts to operate. In respect the NPOs function to fill a administrative gap, the partnership between these 2 sectors has an important meaning. Second, the administration and the organization of retail agglomeration should cope with NPOs new models more flexibly. The retail agglomerations have faced on declining situation so they need to complement functions by connecting with different organization, like NPOs. Through connected activities the retail agglomeration can strengthen the local centrality. And it is needed not the dependant relationship but the win-win model for the long-term and sustainable connect.
