軍 汚水處理施設 運用 改善方案 硏究 = Improvement of the operational method of sewage treatment plant at military base

다국어 초록 (Multilingual Abstract)

The idea of preserve environment in the military starts from to prevent nature not to be polluted, and it develops into the idea of recover the polluted nature. Moreover, it magnified to protect our nature as it is. Therefore, 'perform the perfect mission' and ' maintenance of preserve environment' are come up with the most priority ideas at military. The army put lots of efforts to preserve environment to prepared the foundation of institution spending over 1000million won a year. Also, more than 400million soldiers were deployed and work for it. However, even they put lots of efforts, when the environment becomes the social issue there are more demands to improve the military environment.Therefore, the army try to conservate and reinforce the discharging water institution as the environment. However, especially because of the new strong standard law and lack of knowledge they found many difficulties to perform. So, this dissertation investigate the most improvement of sewage treatment plant for new strong standard law, which has been reinforced, and the sewage treatment institution which are getting old.Therefore, while it figures out the merit and side-effect of new standard law, to analyze adaption of the army, and to make an overture the Check List, and basic improvement plan when it conservate. It leads us to the most improvement plan for the front line troops which they can applicate for discharging water when it conservate and reinforce.

국문 초록 (Abstract)

군의 환경보전 영역은 오염을 방지하는 단계에서 오염된 환경을 복원하는 단계로, 그리고 자연 생태계를 원상그대로 보호하는 단계로 점차 확대되고 있으며, “완벽한 군 임무수행”과 “환경보전의 지속성” 개념이 군이 병행하여 추구하여야 할 중요한 가치로 대두되고 있다. 이를 위해서 군은 환경인력과 기초시설을 확보하고 규정과 지침을 진행하는 등 군 환경보전을 위한 노력을 적극적으로 펼치며, 매년 1,000억원 이상의 예산을 투자하여 환경시설을 갖춰 나가고 있으며, 연 인원 400만명 이상의 장병이 부대 인근지역 환경정화 및 자연 생태계 보전활동을 전개하고 있다. 그러나 이러한 육군의 노력에도 불구하고 환경문제에 대한 사회적 관심이 증대되면서 군 환경개선에 대한 요구도 함께 증가하고 있다.특히 군에서 관리하고 있는 환경기초시설인 오수처리시설이 방류수 수질기준이 강화됨에 따라 보강·보수를 지속적으로 추진하고 있으나 처리공법의 다양화(26개 공법) 및 전문지식 부족으로 보수 후에도 방류수 수질기준을 충족하지 못하는 사례가 발생하고 있다. .따라서 본 논문에서는 군 오수처리시설이 노후화 되고 방류수 수질기준이 강화됨으로 관리 및 유지에 많은 제한사항이 발생하여 공법별 보강·보수시 최적 개선방안에 관하여 연구하였다.그 결과 각 공법별 장·단점 및 군부대 적용현황 분석, 보수공사시 기본 개선방안과 Check List를 제시함으로써 일선부대에서 오수처리시설 보강·보수시 활용할 수 있는 공법별 최적 개선방안을 얻을 수 있었다.
