농촌지역 활성화를 위한 학교와 지역공동체의 협력모형에 대한 연구

국문 초록 (Abstract)

본 연구의 목적은 농촌지역의 학교와 지역공동체가 협력을 통해 농촌학교와 지역사회가 겪고 있는 어려운 상황을 어떻게 극복하면서 생기를 되찾아 가는지를 탐구하는 것이다. 이를 위해 본 연구는 학교와 지역사회의 협력을 성공적으로 수행해오고 있는 두 학교와 그 지역사회를 대상으로 한 사례연구방법을 채택하였다. 본 연구에서 연구대상으로 삼은 두 학교와 지역사회는 학교가 처한 상황과 지역의 특성이 다른 만큼 협력의 방식도 다르게 나타나고 있다.
본 연구에서 분석한 첫 번째 사례인 이성초등학교는 학교의 노력으로 폐쇄 위기의 학교에서 도시에서 찾아오는 학교로 변하면서 지역사회에 활기를 주고 자부심과 희망을 제시하는 학교가 되었다. 학교는 지역사회를 위해 봉사활동과 평생교육 프로그램을 제공하며 지역사회의 자원을 교육적으로 적절하게 활용하기도 한다. 이성초등학교의 협력모형은 ‘학교중심의 지원모형’이라 부를 수 있다. 지역사회보다는 학교가 변화의 중심에 있고 주된 역할을 수행하여 학교와 지역사회의 변화를 주도하고 있다. 그리고 학교와 지역사회 사이에 상호 호혜적 관계가 부분적으로 나타나기는 하지만 대체적으로는 학교가 주로 지역을 위해 봉사하는 성격이 강하다고 할 수 있다. 이런 모형은 지역사회의 인적, 물적 기반이 취약한 농촌지역에서 적절한 협력모형이라 할 수 있다.
그리고 두 번째 사례인 풀무학교의 경우는 학교의 설립 초기부터 지역과 함께 하는 학교의 정신이 투철하였기에 50년이 지난 지금은 학교와 지역공동체가 유기적 관계를 형성해있다고 할 수 있다. 학교가 시작한 조합운동이 지역에 뿌리를 내렸고, 학교가 처음 도입하여 소개한 유기농업은 이제 홍동면의 대표적인 브랜드가 되었다. 지금도 지역사회에서 하는 많은 공동마을 사업들은 풀무학교의 정신을 계승한 것이고 부분적으로 학교가 관련을 맺고 있다. 그러나 지금은 학교와 지역사회가 협력관계에서 주도권을 함께 공유하고 있음으로 학교가 지역사회의 유기체적 부분으로 작용한다고 할 수 있다. 이러한 협력모형은 '호혜적 상생모형'이라 부를 수 있다. 학교와 지역사회 중 한 부분이 주된 역할을 하기 보다는 함께 영향을 주고 받으며 서로가 서로를 인해 함께 발전해 가는 형태이다. 비록 이러한 모형은 중단기적으로 시행하기가 어렵긴 하지만 보다 장기적이고 종합적으로 계획을 세워 실천한다면 우리나라의 많은 농촌마을들이 재생되는 길이 될 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

The aim of this study is to explore how rural schools and communities overcome a difficult situation through a partnership between rural schools and their communities. For the purpose, this study has adopted a case study on the two schools and communities, in which the cooperation of the school and community has been successful. Since the nature and situation of the schools and communities are different, the way of the cooperation has appeared differently.
Iseong Elementary School, the first case of this study, which is once in crisis of school closure, has become a famous school to which people living in a city want to send their children. Now the school gives vitality to the community and presents pride and hope to the villagers. The school provides service activities and life-long education programs for the community as well as utilizes educational resources of the community effectively. The cooperation model of the Iseong Elementary School can be called as a 'School-centered Support Model'. The school rather than community has played a main role in the changes of the school and community. The mutually beneficial relationship between the school and community appears partially, however generally the school serve the local community primarily. This cooperation model can be proper for rural communities, in which material and human resources in the communities are deficient.
Poolmoo School, the second case of this study, has had a strong spirit of 'the school within the community' since its inception, so that now an organic relationship between school and community can be formed. A union movement started by the school has rooted in the region and organic farming introduced by the school has been a leading brand of Hongdong. Even now many village projects operated in the community inherit the spirit of the Poolmoo School and partially relate with the school. However, now the school and community share leadership in the cooperation so that the school acts as a part of the community. Such cooperation model can be called a 'mutual beneficial win-win model'. One of the school and community does not play a major role, but they influence to each other and develop together. Although it is hard for this model to form within a short term, if we plan the cooperation of schools and communities in a comprehensive and long-term way, many rural villages can revive according to the model.
