중국군 전략지원부대의 사이버전 능력이 한국에 주는 안보적 함의 = The Analyses of Cyber Capabilities of Chinese Strategic Support Force and its Implications on Korean Security

다국어 초록 (Multilingual Abstract)

This paper aims at the analyses of Chinese Strategic Support Force(SSF), its cyber capabilities. And this research plans to offer significant implications for Korean security. Cyber operation of China has been well known its vivid activities. In 2015, Chinese military has established the Strategic Support Force, including Network System Department for cyber operation. In this paper, the authors analyze mission, organization and capabilities of the Network System Department. The primary missions of the force are for strategic information support and implementing information operation. On the viewpoints of cyber operation, establishing SSF has contributed to facilitate the effectiveness of the cyber operation, Further, the authors argue that it has significant influences on Korean military as well as the U.S. Forces in Korea, directly and indirectly.

국문 초록 (Abstract)

본 연구는 중국군 전략지원부대의 사이버전 능력에 대한 연구이다. 2015년 중국군은 군사개혁의 일환으로 전략지원부대를 창설하였다. 전략지원부대는 우주전, 사이버전, 전자전, 심리전 임무를 수행한다. 사이버전은 전략지원부대의 네트워크시스템부 예하 조직으로 구성되었다. 전략지원부대는 중국군의 합동작전 능력 제고, 정보화전 수행 및 전장 영역의 확대 등을 배경으로 창설되었다. 주요 임무로는 전략적 정보지원(Strategic information support)과 정보작전(Information Operation) 수행이다. 네트워크시스템부는 사이버전, 전자전과 심리전을 수행한다. 이는 중국군의 통합 사이버전자전 개념인 망전일체전(網電一體戰)을 실현하고, 정보화 전장하에서 심리전을 수행하기 위한 노력으로 보인다. 본 연구에서는 중국군 전략지원부대의 사이버전 능력을 조직, 임무와 능력으로 구분하여 분석하였다. 또한 중국의 전략지원부대의 사이버전 능력이 한국에 주는 영향과 안보적 함의를 제시하였다. 한국에 주는 영향은 직접적인 영향과 간접적인 영향으로 구분하였으며, 이에 대한 다섯 가지의 안보적 함의를 제시하였다.
