지역복지시민단체와 지방정부의 파트너십 고찰 = Exploring partnership between local civic organisations and local government

국문 초록 (Abstract)

이 글은 복지 관련 지역시민단체가 새로운 역할로 요구되는 지방정부와의 파트너십에 대해 어떻게 대응하는지에 대해 분석한다. 파트너십을 위한 이들의 대응전략을 구체적으로 살펴봄으로써 2000년대 지역 시민사회의 특성 및 그들이 추구하는 목표에 대해 고찰하고자 한다. 지역복지 분야에서 적극적으로 활동하는지역시민단체에 대한 심층면담 결과, 이들이 지방정부와의 파트너십을 통해 사업을 추진하는 과정에서 불신, 과도한 친밀감, 행정업무의 과다와 소수의 실무자에게 업무가 편중되는 문제가 발생되었으며, 이러한 문제에 대응하기 위한 단기적,장기적 전략을 추진하고 있었다. 지역시민단체가 추진한 전략은 독립성을 확보하기 위한 전략, 설득력을 높이기 위한 전략, 동등한 대응세력이 되기 위한 전략으로 구분되는데, 특히 전문적 참여를 통해 지방정부에 대한 설득력 있고 독립적인파트너십 주체가 되고자 하며, 일반대중의 참여 확대 및 지역 내 단체 간 네트워크 구축 전략을 통해 협상과 타협의 주체로서 동등한 세력을 유지하고자 하였다.

This paper examines the interviews to determine the relationship between local government and local civic organisations(LCOs) in Korea. This paper indicates that partnership between local government and local civil society is at a very early and unsettled stage, because both of them seem to be good at responding to tension and conflict, not compromise and collaboration.
Despite its normative meaning, partnership at the local level has practical barriers like mistrust, too close to be critical, increasing administrative burden and over-reliance on core staff. LCOs also have developed a variety of strategies for partnership with local government and autonomy from the government that are explored in this paper. Consequently, local civil society in Korea keeps both roles of protester and partner. As a strategy, LCOs choose experts who have rich knowledge about welfare policy and whose voices are supposed to be strong and persuasive.
