社会運動と市民･住民参加のまちづくりとの関係 に関する社会学的視点からの考察 その1 ‒社会運動を基軸とした市民･住民主体のまちづくりの考え方‒ = A Sociological Reflection on the Relationship Between Social Movements and Community-Based City Development — Part I -Toward a Citizen- and Resident-Led City Development Grounded in Social Movements-

理想として｢まちづくり｣が社会運動のようなムーブメントを引き起こすことができれば、地域社会は確実に変わる。しかし、現実は個人の｢まちづくり活動｣への参加が少なく、社会運動のような動きには程遠い。本論文の研究目的は、これからの｢まちづくり｣のあり方を考えるに当たり、衰退している社会運動をベースに、これからの｢まちづくり｣に適した運動理論の選定と今後の方向性を見出していくことである。結果として、｢ライフスタイル運動論｣が本研究で求める運動論であることを突きとめた。その経緯として、まちづくりは社会運動のなかでも市民運動と住民運動に近い位置にある。それゆえに政治との関わりは不可欠である。人々が社会運動やまちづくりに対して、忌避感を持っている大きな理由が政治や金への過剰な反応からである。このことを考慮し、本研究で今後行うまちづくりにおいては、政治を人々に感じさせないという方向性から、その考え方に親和性のある理論として｢ライフスタイル運動論｣を適応させるに至った。

Ideally, urban development has the potential to catalyze transformative movements within local communities, akin to the dynamics of social movements. However, the current reality is characterized by limited individual participation in community development activities, falling significantly short of generating social movement-like momentum. The primary objective of this study is to reconsider the trajectory of future urban development by revisiting the declining domain of social movements. Specifically, the research seeks to identify a theoretical framework of social movements appropriate for contemporary community-based initiatives and to explore new directions for such endeavors. The findings reveal that the “lifestyle movement” theory offers a promising conceptual lens for this purpose. Urban development, as examined in this study, is situated at the intersection of civic and resident movements, positioning it inherently within a political context. However, one of the major obstacles to broader participation lies in the public’s aversion to perceived politicization and associations with financial interests. Acknowledging this, the study adopts the perspective that future urban development should minimize the explicit visibility of political dimensions. In this context, the lifestyle movement theory emerges as a compatible and effective framework for reconfiguring participatory urban development in the years to come.
