시장 경제와 로컬리티 (재)구성의 역동성에 대한 칼 폴라니의 관점

국문 초록 (Abstract)

로컬리티, 내셔널리티, 글로벌리티라는 세 가지 차원의 공간은 여러 다른 문명에서 근대 이전에는 서로 구획되고 분리된 질서 속에 배치되었으나, 근대 세계 체제에서는 서로 중첩되고 착종되기에 이른다. 이러한 공간의 역사적 분화 과정은 경제사가이자 경제 인류학자였던 칼 폴라니의 저작에서 충실히 묘사되어 있다. 이 논문에서는 먼저 고대적 경제에서 위의 세 차원의 공간이 어떻게 일정한 질서를 가지고 나누어져 있었는가에 대한 폴라니의 설명을 묘사한다. 그 다음으로 절대주의-중상주의 국가가 등장하여 전국적 시장을 창출하면서 이러한 고대적 경제의 질서가 무너지는 과정을 살펴본다. 근대 자본주의의 ‘세계적 시장’이 출현하게 되면서 이미 서로 합쳐져 버린 내셔널리티와 로컬리티가 다시 글로벌리티라는 공간의 차원과 얽히게 되는 과정을 이해하기 위하여, 폴라니의 ‘전유상의 운동’의 개념과 르페브르의 ‘기호의 공간’의 개념을 비교하여 살펴본다. 그리고 19세기 말 이후의 근대 민족 국가가 바로 이러한 글로벌리티의 공간적 역동성에서 사회의 자기 보호 운동이 새롭게 만들어낸 내셔널리티의 공간이라는 폴라니의 주장을 살펴본다. 마지막으로 폴라니가 선호했던 질서는 내셔널리티나 글로벌리티 어느 하나의 공간의 차원만을 선택하는 것이 아니라 로컬리티, 내셔널리티, 글로벌리티가 적절하게 어우러지는 것이었음을 2차 대전 이후의 세계 질서에 대한 그의 생각에서 추론해 본다.

다국어 초록 (Multilingual Abstract)

Three spatial dimensions of our life-world - locality, nationality, and globality - had been configured as separate and largely compartmentalized in many civilizations before modernity. However, they have been overlapping and entangling with one another in modern era. The works of Karl Polanyi, a prominent economic historian and anthropologist, provide a unique viewpoint toward this profound changes in the configuration of the three spatial dimensions. This article starts with describing the explanation of Polanyi on how strictly separated they were in archaic economies. Then it proceeds to his description of the process in which the absolutist-mercantilist state abolished the separation through creating the "national market". In order to better appreciate the emergence of "world market" and its ramification on the the spatial configuration, we introduce Polanyi"s notion of "appropriational movement" and compare it to Henri Levebvre"s "space of signifiers". By using this theretical framework, we probe the impact of "world market" on the everyday life of people and explain why Polanyi called the modern nation-state since the end of 19th century as a "crustacean", a newly (re-)created bastion for the protection of society from the tyranny of global economy. Lastly, we suggest that Polanyi wanted to reject the binary of nationality or globality, and preferred the re-configuration of the two in harmony with another dimension, that is, locality, by examining his ideas on the ideal world order in the post-World War II.
