The failure of national economic management earned the poverty of the people. By the way, the core subjects of the national economy is achieved through a number of corporate roles. And Construction of market environment that can be fair competition and equal opportunities, fair compensation for business is required. And then it is important to construct the legal system that support such environment. In fact, in the case of strong national wealthy countries, it can be seen that a very important role of the legal framework for a healthy environment. In a similar vein, it will be understood that discussion about the SME sector and adjustment. but, in relation to the reason why adjustment system on the field of SME is necessary, it is not enough to be protected just because SME is so weak. And SME sector adjustments are expected in the field of consumer protection and the public interest need to be taken into account. Therefore, the protection of SME sector through designation should be protected not from a point of view of regulations for large companies but from the point of view of consumer interests. In other words, it should be taking into account whether the consumer``s choice be infringed, and also should determine the direction from the point of view of a balanced and stable development for the economic community. In short, all SME policy and legislation should be pursued, while reducing negative impacts on the economy, in the direction of a true co-existence of the community members. So, in this paper, I studied on the Japan``s case they made effort to solve the problem in a similar situation through legislation of SME sector law. Through reference about such a management situation and the background of emergence, and evaluation of the Adjustment law in Japan, you have to think about the nature of legal system related to small and medium-sized enterprises to be taken for the successful operation and stable development of the entire economic community.
