Communication networks based on the asynchronous transfer mode(ATM) have been proposed by ITU as the solution for the future broadband integrated services digital network(B-ISDN).
In this paper, we proposes a model to satisfy new requirements of the Quality of Service(QoS). The proposed model is a unified usage parameter control(UPC) using 2-state policer. This model consists of a buffer and two peak rate limiter. This buffer is placed in front of the 2-state policer. The first controller is set to the allocated and advertised peak rate. The peak rate is set by the second controller. A new congestion control strategy is presented that address the current conflict of using the 1-bit cell loss priority field in ATM cells. With the new scheme, the call acceptance control(CAC), UPC, and space priority functions of an ATM network will be more effective in accommodating different traffic mixtures. Therefore the population of low priority cells can be controlled.
