The purpose of this study was to offer the possibility of introducing education voucher, which has been implemented in the U.S.A., in Korea by considering its backgrounds, effects and problems. This study is based on the data of Ministry of education of the U.S.A., Ministries of Education of Florida, Ohio, and Wisconsin. How is the possibility of introducing Education Voucher in Korea for school choice?
Education voucher make many parents who have school aged children choose schools for their children more freely. That aims to realize the equity of education opportunities in some ways. Some studies find favorable benefits for voucher program, but others find limited effects and evidence of it. Study of the effect of voucher program has limited that many of them research only on user's academic achievement, the gap of social stratum, target efficiency and dieIn't make consensus of opinions. What is worse, many problems has arisen for 10 years in voucher program. The other side, in Korea, many other system for equity of school choice are in operation. Therefore it would be premature to offer the voucher program i!n Korea. But it's important that school voucher programs contribute to equity of educational opportunities. So we need to study more about the main factors contributing to educational inequity and how school voucher program applies to our school system.
