      The purposes of this study were to review the education reform measures of school-site management which the Government has implemented from the era of President Young Sam Kim to the era of President Dae Jung Kim in order to establish self-governing system, and to explore the measures for improving the self-governing system of school-based management. This study reviewed literatures related to school self-governing system and various laws, ordinances, regulations, and etc. The education reform measures implemented by the Government were five measures as follows: school council as a school governing body; power of compiling and operating curriculum; power of school personnel management; power of school finance; school evaluation for enhancing school accountability.
      The study suggests some measures to improve school self-governing system as follows: first, the members of school council should be trained systematically and periodically in order to upgrade their knowledge of school management and school finance; second, it is desirable to make students as a member take part in school council; third, it should reconsider that the Government makes schools take textbooks which are compiled by the Government; fourth, the power of managing school personnel such as reprimanding problem teacher, rewarding outstanding teacher, and singling out teacher for in-service training in foreign countries should be relinquished to the principal of school unit; fifth, it needs to be modulated the beginning date of members' term and processing period in order to deliberate timely budget bill and settlement of accounts; finally, school evaluation needs to be operated two kinds of evaluation which are self-evaluation and synthetic evaluation by a third party, especially self-evaluation by school unit should place a premium for verifying its social accountability.
