한국의 지방자치단체 다문화 정책 실태 분석 = 2012 지방자치단체 외국인 정책 시행계획을 중심으로

국문 초록 (Abstract)

한국에 외국인이 유입된 이후 지속적으로 그 숫자가 증가해왔고 2000년대 중반 이후 정부는 이를 다문화적 상황으로 규정하고 본격적으로 이에 대한 정책적 대응을 전개해왔다. 그러던 중 2007년 재한외국인 처우 기본법이 제정되고 본 법에 의거하여 법무부 소관으로 외국인 정책 기본계획 및 시행계획이 수립?추진되었다.
한국으로 이주해 오는 외국인은 입국 시 국가 차원에서의 국적관리, 출입국심사를 통과하게 되면, 지역에 정착하여 그 지역의 주민으로서 살아가게 되면서 지방자치단체와 밀접한 상호작용을 하게 된다. 따라서 한국에서의 외국인 정책의 실체를 파악하기 위해서는 지방자치단체 차원에서 추진되는 사업의 특성을 고찰해보는 것이 필요하다.
따라서 본 연구는 한국에서의 다문화적 상황에 대응하는 지방자치단체 차원에서의 외국인 정책의 실태를 분석하는 것이 목적이다. 분석측면은 예산, 조직, 사업으로 구분하고 다시 사업 분석은 사업의 포괄성과 차별성 그리고 사업의 적절성으로 구분하여 분석하였다.
분석 결과, 정책추진을 위한 자원은 매우 미흡한 수준이고, 시책 간에는 중복과 사각지대가 동시에 나타나고 있다. 정부조직 간, 정부와 민간조직 간 협의체계가 확립되어 있지 않아 정책에 대한 심의와 조정 그리고 협력이 원활하지 않은 것으로 나타났다.
외국인 정책은 아직 그 정책의 범위와 내용이 분명하게 확립되어 있다고 보기는 어렵다. 중복과 혼란이 군데군데 발견된다. 그러나 외국인 정책은 대한민국이라는 국가의 기본 원칙과 철학을 담아내는 것이니만큼 시간과 노력이 필요하다. 외국인 유입을 둘러싼 다각도의 환경 분석과 내부 고찰을 통해 국가 차원에서의 철학과 원칙이 정립되도록 하고, 이에 따라 각 지역에서는 정부, 민간 협력하여 한국적 다문화사회를 만들어가는 지혜가 필요하다 하겠다.

다국어 초록 (Multilingual Abstract)

The numbers of foreigners are increasing in Korea. The Korean government has responded to this with some policies considering this as multicultural phenomenon since the midterm of the 2000s. Meanwhile, in 2007, Korean National Assembly established the ’Act on the Treatment of Foreigners in Korea’ and the Ministry of Justice has established and now is implementing the basic plan for policy of foreigners and yearly action plan. In other words, policy of foreigners that covers immigration, labor, education, social welfare, multicultural family, local policy of each relevant ministry was established.
After the entry permission in Korea, the foreigners are settled in local area and have strong interaction with local governments. So in order to understand about the policy of foreigners, we need to look into policy of foreigners of local governments.
The objective of this study is to analyse the policy of foreigers of local government in Korea. The aspects of the analysis are the budget, the organizations, and the programs. Programs are divided into three aspects-comprehensiveness, differentiation and relevance.
As some results, it was found that policy of foreigners is not settled completely yet. The budget size is too small to respond to the increasing demand of foreigners. The policy redundancy and conflics are found somewhere. The governance among revelant organizations is so weak as to promote each programs.
The policy of foreigners needs time and efforts to be established because it implies Korean government’s ideology and principle. The ideology and principle are to be established through the multilateral circumstance analysis and the recognition of national status. According to this, in each local area, they have to make strong governance between government and non government organizations to lead Korean multicultural society.
