국문 초록 (Abstract)

1. 서론
다원화 사회로의 변화는 공익서비스 제공시 정부의 영향이 미치지 못하는 다양한 분야에서 시민사회의 영향력 증대로 이어지고 있다. 시민사회의 중요성에도 불구하고 시민사회 발전을 위한 법적･제
도적 체계가 마련되어 있지 않은 상황이다. 대통령령인 시민사회 발전과 공익활동 증진에 관한 규정 제3조는 ‘시민사회 발전과 공익활동 증진을 위한 기본계획’을 수립토록 규정하고 있으므로, 시민사회
현실에 적합한 효과적인 정책지원을 위한 체계적･종합적인 연구가 필요하다.
본 연구는 시민사회 발전과 공익활동 증진을 위한 국가 기본계획 실천방안을 마련하는데 목적이 있다. 첫째, 시민사회 현황 및 정부 정책을 살펴봄으로써 우리나라 시민사회와 관련 정부 정책의 문제점
을 파악하였다. 더불어 현재 정부와 시민사회 간 민관협력 현황과 문제점을 분석함으로서 향후 시민사회 발전과 공익활동 증진을 위한 기본계획의 목표와 추진 방향 설정에 활용하였다. 둘째, 시민사회 기
본계획 유사사례와 플랫폼 우수 운영사례, 민관협력 체계 및 협업 연결망 사례, 해외 정부정책 사례와 같은 사례분석을 통해 국가 기본계획을 마련하기 위한 착안사항을 도출하였다. 셋째, 기본계획 수립

과제를 발굴하였다. 민관협력과 사회적 연대 강화를 위한 추진과제로 정부와 시민사회 간 소통협력 체계 강화, 지역협치(지방정부-지역시민사회) 활성화, 시민사회의 국제협력 강화를 제시하고 각 추진과

기 위한 방안을 제시하였다.
본 연구에서는 다음과 같은 연구방법을 활용하였다. 첫째, 문헌연구와 현황조사를 통해 시민사회의 개념, 공익활동의 논거, 관련 정책 및 법령 현황, 시민사회의 구조 등을 검토하였다. 둘째, 국내･외 사
례연구를 실시하였다. 국내 기본계획 관련 유사사례, 플랫폼 및 민관협력 체계 사례, 해외 정부정책 사례를 통해 기본계획 수립 시 착안사항을 도출하였다. 셋째, 전문가 인터뷰와 FGI를 통해 시민사회 주

2. 우리나라 시민사회 현황과 정부 정책 현황
시민사회는 다양한 구성요소로 이루어져 있어 시민사회에 대한 이해는 다차원적 접근이 필수적이다. 시민사회의 역할은 서비스 제공자, 옹호자, 감시자, 시민의식 구축 등이며, 한국사회에서 시민단체
는 NGO와 교환되는 개념으로 사용되고 있다(박상필, 2013: 473-477). 시민사회의 법률적 정의는 비영리민간단체 지원법, 민법 및 개별법, 공익법인의 설립･운영에 관한 법률에 따라 차이를 보인다.
중앙부처의 시민사회에 대한 정책은 보조금 지원이나 민관협의체 구성을 중심으로 이뤄지고 있어, 시민사회 역량 강화 및 생태계 구축 등 시민사회 기반구축에 대한 정책이 미비한 실정이다.

다국어 초록 (Multilingual Abstract)

A Study on the National Plan for the Development of Civil Society and the Promotion of Public Interest Activities

The adjustment to a pluralistic society increases the influence of civil society in various areas unaffected by the government when providing public service. Despite the importance of civil so?ciety, there is no legal and institutional system for civil society development, so systematic and comprehensive research is needed to support effective policies suitable for civil society reality.
This study was conducted to develop a national plan for developing civil society and promoting public interest activities, and civil society activists collaborated to conduct the study.
First, this study identified Korean civil society’s problems and related government policies by looking at the current status of civil society and government policies. In addition, by analyzing the current status and problems of public-private cooperation between the government and civil society, it was used to set goals and directions for the national plan to develop civil society and promote public interest activities in the future. Second, it derived the ideas for developing a na?tional plan through case analysis, such as similar civil society plan cases, excellent operation cas?es of the platform, public-private cooperation system and collaborative network, and overseas
government policy cases. Third, this study presents a national plan for the development of civil society and the promotion of public interest activities are presented through research on the background and necessity of the basic plan, civil society’s needs, the vision, values, goals, policy directions, and implementation tasks. Fourth, the researchers discovered implementation tasks for each project. Finally, the implementation plan suggests ways to reflect in the central govern?ment policy.
To further strengthen public-private cooperation and social solidarity, the government and civil society fortified the communication cooperation system, revitalized regional cooperation
(from local government to local civil society), and found implementation tasks for each project. To create an ecosystem foundation to revitalize civil society, it suggested prepared and improved legislation, established civil society knowledge, strengthened cooperation and foundational local AbstractAbstract civil society, and established and operated the civil society development committee’s role. To strengthen civil society’s capabilities and support growth, it proposed expanding civic education, promoting participation in public interest activities, promoting sustainability of civil society or?ganizations, and identifying implementation tasks for each project. The implementation tasks proposed by this study differ depending on the nature of the tasks. For the national plan to reflect in the central administrative agency’s policies or tasks, it is necessary to gather opinions on the feasibility of the implementation tasks found in this study. Therefore, a separate form of prepara?tion of implementation tasks shall be distributed to central administrative agencies, investigated and analyzed, and reflected in the national plan and annual implementation plan. Additional ef?forts should also be conducted to secure implementation, such as periodically checking the im?plementation status with the Prime Minister’s Office and the Civil Society Development Committee at the center and reviewing performance management measures using government work evaluations.
