경찰의 산업기술 보호활동 개선방안 연구 = A Study on Enhancing Police Activities to Protect the Industrial Technology

The development and protection of industrial technologies are becoming more important in the fourth industrial revolution era due to the intensive use of IT technologies. The problem of industrial technology leakage is serious in Korea as high-tech industries are developed and the level of industrial technology holding belongs to the world's leading group. Now that the industrial security issue should be treated as a matter of national security beyond that of the national economy, countries are also pushing for related policies with large budgets.
At a time when the role adjustment of the National Intelligence Service and the Prosecutor’s Office is being discussed recently, the role of the police in the investigation and protection of industrial technology leaks is increasingly being demanded. However, there are only 71 investigators from the industrial technology leak investigation team of provincial police agencies nationwide, and 120,000 police personnel are either unfamiliar or uninterested in the field of industrial technology leakage.
In this study, the researcher prepared measures to strengthen the role of police in the issue of industrial technology leakage after prior research and expert interviewing, and surveyed the priorities of police officers in the field according to the need, importance and possibility of each measure. Referring to the results of the research, the researcher proposed a policy to strengthen the role of police and used it as an opportunity to solve the leakage of industrial technology more effectively. Research analysis shows that 13 measures in the three categories, which were prepared with prior research and expert interviewing, should be implemented first on the basis of importance and feasibility, by increasing investigation costs and supplementing equipment in terms of budget, improving professionalism in terms of manpower, and launching an advanced industrial technology leakage investigation team in terms of organization.
