The purpose of this paper is to propose the policy guideline to alleviate the parking lot problem of pusan city area, analyzing the economic nature of it.
This study stars with the Viewpoint that the demand for the transportation, especially parking lot sevice comes from an economic motivation to increase one's welfare for some costs. Furthermore, this is a standard example of so-called "externality problem". Therefore, it needs policy control in order to harmonize the increasing individual use of the car with the social consequence of it.
Section Ⅱ, describes the economic nature of the parking lot problem, considering the cost and benefit tradeoff in owning and using a car. For example. the convenient use of a car and the cost for it, breaking regulations and the fine for it should be recognized as rational problemes. Most importantly, solving a parking lot problem ought to be considered an optimization with constraints.
In this context, section Ⅲ propose the solutions for the parking lot problem. The underlying principle is to follow the market principle and to explicitly consider the constraints i.e., promoting the general function of the city. Following this basic principle, we suggests the solutions in detail for the commercial area and the residential area respectively.
Section Ⅳ summerizes the contents. It concludes with the remarks that the effectiveness of the policy measures in this paper depends not only on the stewardship of the local transportation authority, but also on the citizen ship of the drivers.
