독일 축구와 평등: 체계이론을 통해 본 평등가치의 확산과 순환 = German Football and Equality: A Systems-Theoretical Approach to the Expansion and Circulation of Equality Values

국문 초록 (Abstract)

본 연구는 독일 축구가 사회적 평등을 실현하는 과정과 이를 위한 제도, 그리고 구단 차원의 노력을 ‘니클라스 루만 Niklas Luhmann’의 ‘체계이론 Systemtheorie’으로 분석한다. 이를 위해 ‘일반적 평등대우법 AGG’, ‘독일축구연맹 DFB’의 규정, 그리고 구단들의 반차별 활동을 고찰하며, 보루시아 도르트문트와 FC 장크트 파울리와 같은 구단들이 평등과 포용 가치를 실천하는 방법을 살펴본다. 또한, 법적 규범이 단순한 선언적 의미를 넘어 구단과 팬 커뮤니티의 실천을 통해 재해석되고 확장되는 과정에 주목한다. 이를 통해 본 연구는 독일 축구가 평등가치 확산에 어떤 방법으로 기여하는지를 밝히며, 나아가 한국 축구의 차별 방지와 포용성 강화를 위한 시사점을 도출한다.

This paper analyzes how German football functions as a dynamic system for realizing substantive equality by continuously integrating and reinforcing anti-discrimination efforts. Using social systems theory, the study examines how legal frameworks, such as the German Basic Law and the General Act on Equal Treatment (AGG), are not merely institutionalized but actively reinterpreted, implemented, and reinforced within the football system. It explores how the German Football Association (DFB) incorporates anti-discrimination principles into its regulations and how clubs like FC St. Pauli and Borussia Dortmund extend these values into practice through education, campaigns, and active engagement. By illustrating how equality values circulate between legal norms, institutional policies, and practical actions, this study highlights the recursive nature of equality implementation in football. In a globalized world facing increasing challenges of discrimination and social integration, the German football system offers insights into how sports can facilitate structural and cultural transformations. This research further suggests how Korean football can adopt a sustainable, systemic approach to anti-discrimination efforts by drawing on the German model.
