지역전환과 신산업 형성을 위한 플랫폼으로서 리빙랩: 일본 사례 연구 = Living Labs as Platforms for Regional Transition and New Industry Formation: A Case Study of Japan

국문 초록 (Abstract)

일본은 저출산·초고령화, 지역소멸 등 사회적 난제에 대한 대응으로 지속가능발전목표(Sustainable Development Goals, SDGs)와 초스마트사회(Society5.0) 전략을 제시하며 다양한 해결 방안을 모색하고 있다. 그 방안의 일환으로 일본의 미래 사회 모습을 선제적으로 보여주는 지역을 선정해서 생활자·사용자인 일반주민들과 함께 문제를 정의하고 대안을 구현(Co-creation)하는 현장 기반 참여형 실험인 리빙랩 활동을 전개하고 있다.
본 연구는 오무타, 가마쿠라, 요코하마 3개의 지역을 중심으로 1) 전환의 비전 및 정책 수립 2) 전환의 플랫폼 및 거버넌스 구축 3) 전환 실험 및 리빙랩 활동으로 구분하여 지역 전환을 위한 리빙랩 활동을 살펴보았다. 일본은 지역의 특수한 문제 상황이 반영된 도전과제가 새로운 유형의 산업혁신을 촉진한다는 관점 하에 관련 기술 수요 도출 및 개발·실증, 새로운 산업 및 비즈니스 창출, 마을 만들기 및 지역 재활성화, 돌봄 및 순환경제 등 지속가능한 사회·기술시스템으로의 전환을 위한 다양한 리빙랩 실험을 진행하고 있다. 이 과정에서 각 활동을 전환의 관점을 가지고 통합적으로 엮어내고 있으며, 새로운 정책·기술·서비스·산업 형성을 위한 실험의 장으로서 지역의 역할을 강조하면서 지자체, 기업, 일반시민 간의 공동 창출 노력이 특징이라고 할 수 있다.

다국어 초록 (Multilingual Abstract)

In response to social challenges such as declining birthrates, aging populations, and regional decline, Japan has proposed the SDGs and Society5.0 strategy and is seeking various solutions. As part of this, they are conducting Living Lab activities, field-based participatory experiments that define problems, and co-create alternatives with ordinary people living and using them in areas that proactively demonstrate the shape of Japan's future society.
This study focuses on three regions of Living Lab activities in Omuta, Kamakura, and Yokohama for regional transitions by categorizing them into 1)establishing a vision and policy for transition, 2)establishing a platform and governance for transition, and 3)experimenting and living lab activities for transition. Japan is conducting various Living Lab experiments for the transition to a sustainable socio-technical system, including the identification, development, and demonstration of relevant technology needs, the creation of new industries and businesses, community development and regional revitalization, care and circular economy, with the view that challenges reflecting the special problem situations of the region will promote a new type of industrial innovation. The process is characterized by co-creation efforts between local governments, businesses, and citizens, emphasizing the role of the regions as an experimentation ground for forming new policies, technologies, services, and industries and integrating each activity with a transition perspective.
