This study understood status of aging population in the capital areas, verified problems of their living environment, and suggested a direction to reorganize the capital areas for the aged.
The major study contents were summarized as below.
Above all, the problems in the living environment of the aged were stated. First, various reorganization plans of the capital areas were mainly depended on the method by simple repair of sectionalizing space based on demographic changes and social, economical, and political status of capital areas. It prevented over population of Seoul but caused the population concentration in its the surrounding areas. Moreover, the city management policy, which could absorbed relatively increasing the aged population and their movement among areas, was inadequately established.
Second, due to the lack of support from the superior mother legislation, a separate article to provide housing for the aged was also absent. Also, in the permanent lease housing system, the low income, aged households who fell into a socially vulnerable group were far too inconsiderate. In addition, regardless of the vast public favor, the project of the three-generation residental house was just exhibited but not developed further. Realistically, the only legislation, stipulated housing for the aged, was the welfare law for the aged. The supply of welfare facilities for the aged, prescribed in the law, was mostly related to an asylum and a sanitarium for the aged. In the tax system, a special deduction for the aged was not existed, and the national housing fund whose interest rate was relatively lower than the private housing fund did not grant a special support for the aged households.
Third, by the scope of life, the city facilities for the aged, which was needed in a daily life, were insufficiently provided, and they were unevenly established by the areas. Also, the social welfare facilities were provided in a mean of accommodation which resulted in an isolation from the society, and the establishment of convenient facilities, which were accessible to the aged was insufficient.
To solve above-explained problems, this study suggested the alternative ways for the reorganization of the capital areas; thus, the following aspects should be considered.
First, as a way to reflect the forecast of demographic change in the city management - constant increase of the aged population- various plans, which included the land use, industry, transportation, environment and information by capital areas should be established and executed. The reorganization plan for the capital areas should include the solutions to prepare for the aging society.
Second, as a way to improve housing and living environment for the aged, the housing policy, which reflected the characteristics of the aged households should be established. Moreover, a distinctive policy, which understood various groups and states of the aged and considered their characteristics by the income, household, and generation, should be implied.
Third, as the reorganization and expansion plan for the city facility, the facilities by small scope of life, not the social welfare facility for the accommodation, were needed. That indicated the daytime shelter and leisure facilities for the aged were in demand, and the supply of public-driven medical facilities should be expanded. Also, parks for the aged should be restricted to the vicinity parks. Especially, by the city park law, the parks only in the vicinity scope of life and in walkable scope should be prescribed and separately handled as the neighboring parks for the aged. To enable unaided self-movement of the aged in daily life, the reorganization of pedestrian and transportation environment was needed to 'create non-obstacle environment,' and existing convenient facilities should be continuously managed.
Forth, by enabling long-term residence in one place, a program which induced meetings of the old and the young generations within the regional society that did not isolate the old from the resident neighbors, relatives and the young should actively processed. Therefore, a harmonious life could be formed by the interchanges among the generations and the neighbors, and an establishment of welfare network by the areas should be provided by the society and the majority of citizen.
