Prefabricated panel buildings are widely used for warehouses, factories, and cold‐storage facilities due to their low cost, short construction time, and excellent thermal performance, yet large fires continue to occur because of combustible cores and vulnerable joints. This study aims to re‑examine the fire safety of such buildings at the system level rather than at the level of individual materials and to propose measures to enhance domestic fire safety standards. First, it analyzes the concepts and structural characteristics of prefabricated panel buildings and compares the thermal, fire, and economic performance of core materials such as EPS, PIR, glass wool, and mineral wool. Second, it compares the fire safety, core material, and test requirements of Korea, Europe, and Japan in terms of legal framework, test methods, and classification criteria, and identifies that Korea adopts a full‑scale test‑based “system‑verification” model, Europe an EN 13501‑1 “classification and labelling” model, and Japan a “structure‑linked” model that combines approval of non‑combustible, quasi‑non‑combustible, and fire‑retardant materials with structural planning. Third, based on major warehouse fire cases and statistics, it identifies structural causes such as combustible cores, large un compartmented spaces, details of services and penetrations, malfunction or absence of fire protection systems, and poor control of hot work during construction, and on this basis proposes improvement measures that link core material regulation, joint detailing, performance testing, fire protection systems, and the management of existing buildings.
