In last several decades, rapid progress of information technology has made Management Information System be an important tool of data processing for management activities.
Furthermore, 'Technology push' by advance in information technology and 'Demand pull' of dealing with unstructrued problem have made new idea of 'Decision Support System'. DSS is characterized as interactive computer based system, which helps decision makers utilize data and analytic models to solve unstructured decision making problems.
The use of DSS can provide managers with a valuable tool for decision-making. Unfortunately, the use of those systems has been limited, especially in organization with small or no technoical staffs. In order to expand the use of DSS, there must be greater attention to developing DSS to be truly non-technical and user-oriented. In addition, the Dss must be fully understood and accepted by the user if it is to be effectively used. These are the reasons of user involvement in DSS development.
Because of characteristics such as interactive processing, iterative design and adaptive system, user participation in systems design affords all parties in DSS development to conforont important issues and resolve differences of opinion.
Under the thinking that to know one's own role is one way to achieve the involvement of user in DSS development process, this paper focuses on user's role of each development phase. After five phases, that are preliminary survey and feasibility study, information analysis and system design, program and procedure development, test and training, post audit, are established by system life cycle approach, phase objectives and user's functional objectives are pointed out. Of course, overall project management is included in user's role. On the other hand, user involvement is only subordinate objective for development of successful DSS, so user's functional objectives may not be in conflict with other development team, especially computer technician.
Finally, users of Dss should perceive their position and importance, and have a will to participate in development process, further, make the synergy effect by cooperation in partnership with computer technician.
