주거복지정책의 정책변동에 관한 연구 - 수정다중흐름모형을 적용하여 행복주택 정책수혜대상 변동사례를 중심으로 - = A Study on the Change of Housing Welfare Policy - Focused on the Changes of the Beneficiary of Happy Housing Policy by applying the Modified Multiple Streams Framework -

다국어 초록 (Multilingual Abstract)

The Korean government has implemented various housing welfare policies in order to take the residential safety net to the level of advanced countries, while making the housing stability for non-homeowners a top priority. Especially, the policy beneficiaries are now defined as young people, newly-weds, and the elderly according to the changes in the demographic trend to reflect single-person household, low birth rate, and aging population. Accordingly, the new policy is now being transitioned to support residency that is customized to meet consumers’ demands in their life cycle. Assuming the change in the housing welfare policy stemmed from the Park Geun-Hye government’s “Happy Housing”project, this study examines the policy change in the housing welfare policy, focusing on Park’s “Happy Housing” project through a modified analysis model that combines Hacker’s Policy Change Model with Kingdon’s Multiple Streams Framework. This study closely examines the process of change in Park’s “Happy Housing” project by looking at the internal and external structural barriers in the PCM and the policy problems, political, and policy policies streams in the MSF. These factors triggered the changes in the Korean housing welfare policy, especially after the public debate regarding the free lunch policy at schools in 2010 and the 2012 congressional and presidential elections.

국문 초록 (Abstract)

최근정부는 무주택 서민의 주거안정을 최우선 원칙으로, 선진국 수준의 주거안전망을 완성하기 위하여 다양한 주거복지정책을 시행하고 있다. 2025년까지 장기임대주택 재고율을 10%이상 달성하여 OECD 평균을 상회토록 하고, 공공임대주택의 복잡한 유형과 입주자격을 통합하여 제도전반을 공급자에서 수요자관점으로 개선하려고 노력하고 있다. 또한, 정책수혜대상을 1인가구, 저출산·고령화 등 인구트렌드 변화에 맞추어 청년, 신혼부부, 고령자 등 수요자별 생애주기 맞춤형 주거지원정책으로 전환하고 있다. 본 연구는 주거복지정책의 이러한 정책변동이 박근혜정부의 행복주택정책으로부터 시작되었다고 보고, 박근혜정부의 행복주택 정책사례를 중심으로 주거복지정책의 정책변동과정을 Hacker가 제시한 정책변동모형과 Kingdon의 다중흐름모형을 결합하여 수정한 분석모형을 통하여 고찰하고자 한다. 특히, 2010년 무상급식논쟁과 2012년 총선과 대선을 전후로, 대한민국 주거복지정책의 변동을 유발하였던 구조적 내·외부 장벽요인과 다중흐름모형의 문제흐름, 정치흐름, 정책대안흐름을 통하여 박근혜정부의 행복주택정책의 변동과정을 중심으로 살펴보고자 한다. 향후, 동일한 분석틀로 한국의 주거복지정책 전반에 대하여 분석을 실시하고 나아갈 방향을 연구할 수 있는 계기가 되기를 바란다.
