공공체육시설의 민간위탁 평가에 대한 연구 = A Studying to Evaluate the Contracting out of the Public Sport Facilities : Based on the perspective of the public officers

The Kim Dae Jung government has actively promoted the contracting out of the public sport facilities to reform efficiency, effectiveness and equity. The contracting out, however, has been not evaluated on original purpose. The purpose of this study was to exam the current status of the contracting-out on the public sport facilities, then to contribute to successfully accomplish the contracting out. To perform the purpose, this research surveyed public officers from 15 cities. The study evaluated the way of management, the application of the facilities, the equity of the facilities, the fiscal management of the facilities and the management of the facilities from the contracting out.
According to the result, three significant things were suggested. First, although public officers positively evaluated the contracting-out on the quality of service and program, more special regulation and law on the contracting out should be established for the successful contracting out Second, it is recommended the new paradigm that pubic service and profit from the facilities is not antagonistic, but cooperative. Third, the sustained monitoring on the process and evaluation of the contracting out is essential, and the successful model should be propagated.
