    1980년부터 관개와 홍수저감을 위해 큰 댐건설 프로젝트인 “Kaeng Sue Ten(이하 KST)" 이 계획되었으며, 위치는 태국 Yom강 상류지역인 Phrae 주의 Song 지역이다. 하지만 환경파괴와 비정부단체(NGO)의 반대로 중지되었으며, 지금까지 착공되지 못하고 있다.
    그러므로 이 지역 환경문제의 이해를 돕기 위해 Yom강 상류에 건설예정인 댐에 대한 평가에 노력을 기울여야 한다. Yom강에 건설예정인 댐의 영향을 분석하기 위하여 댐건설에 따른 계절별 유출량과 부유사 이동 변화를 1995년(Yom 강에 최대 유량이 발생한 대표 연도) 및 2001년(Yom 강에 평균 유량이 발생한 대표 연도) 자료를 사용하여 수문모의 하였다.
    수문모의를 위하여 분포형 흐름 추적 모형인 1K-FRM(1-km distributed flow routing model)을 사용하였는데, 이 모형은 일본 교토대학에서 개발한 분포형 수문 모형으로써 동파이론을 기본으로 하고 있다. 모형 평가를 위하여 미공병단의 HEC-RAS를 사용하여 결과 값을 비교하였다. 모형 평가지표로는 NSE(Nash-Sutcliffe Efficiency), PEP(Percentage Error in Peak) 그리고 RSR (RMSE-observations standard deviation ratio)을 사용하였다.
    일별 강수량 자료는 Yom강 유역 전역에 걸친 18개 관측소 자료를 사용하였으며, RID(Royal Irrigation Department)에서 제공받았다. 강수량 자료를 HEC-HMS 입력자료로 사용하기 위하여 티센폴리곤을 사용하였다. 1K-FRM 모형에서 초과 강우는 NRCS Runoff Curve Number 방법을 사용하여 계산하고, HydroSHED 자료(30초 단위 디지털표고 및 흐름방향 데이터)는 지형자료 정보에 활용된다.
    입력자료에 따른 계절별 유출량 변화를 지정된 제어지점(1K-FRM : 5지점, HEC-RAS : 3지점)에서 계산하였다. 유사량은 세 관측소에서 월단위로 채취된 부유사 및 관측 유량 관계로부터 작성된 유량 유사량 곡선을 사용하여 계산하였다. 최종적으로 모의된 연간 유출량과 유량 유사량 곡선을 사용하여 연구 지역의 연간 유샤량을 추정하였다.
    두 모형의 검보정 결과 Yom 강의 NSE 및 RSR 값에 대하여 IK-RPM 모형이 보다 우수함을 나타내었다. 반면에 PEP 값은 두 모형에 대하여 거의 같은 결과를 나타내었다. Yom 강 유역에 댐이 건설되는 경우 이에 따른 영향을 분석하는 모형으로써 1K-FRM 모형이 적합하다고 판단되는데, 그 이유는 유역이 크고 유역 전반에 걸쳐 매개변수의 변동이 크기 때문이다. 유역 내 임의의 시간과 공간에서 하천유량을 모의하기 위해서는 공간적으로 분포(격자 기반)된 수문 모형이 필요하다. 그러므로 1K-FRM 모형 내부의 분포된 매개변수들은 Yom 강 유역 전반에 걸쳐 발생하는 수문학적 과정의 변화를 구분하는 데에 적합하다.
    댐건설 후 및 1995년 조건(고수위 유량)으로 모의운영을 하는 경우, 홍수기에서 적당한 유량 감소(HEC-HMS의 경우 최대감소량은 31.5%, 1K-FRM의 경우 최대감소량은 21.8%)를 나타내었고, 갈수기에서 적당한 유량 증가(HEC-HMS의 경우 최대증가량은 40.0%, 1K-FRM의 경우 최대증가량은 38.4%)를 나타내었다. 다음으로 2001년 조건(저수위 유량)으로 모의운영 하는 경우, 홍수기에서 약간의 유량 감소(HEC-HMS의 경우 최대감소량은 13.2%, 1K-FRM의 경우 최대감소량은 11.3%)를 나타내었고, 갈수기에서 약간의 유량 증가(HEC-HMS의 경우 최대증가량은 17.8%, 1K-FRM의 경우 최대증가량은 14.0%)를 나타내었다. 요약하면, 1995년 연간 최대 유량에 대하여 댐건설이 미치는 영향은 2001년 유량에 비하여 상당히 크며, 이는 KST를 운영할 경우 저수위 유량보다 고수위 유량에 대하여 미치는 영향이 더 큼을 나타낸다.
    댐 건설 후 1995년 연간 유사 이동량은 Y.14 및 Y.6 관측소에서 부유유사 수치가 기존 수치 대비 각각 9.7% 및 4.0% 감소한 반면 Y.16 관측소에서 2.2% 증가하였는데, 이는 관측소가 유역의 하류에 위치하기 때문이다. 같은 조건의 2001년 결과로 Y.14 및 Y.6 관측소에서 부유사 이동량은 기존 수치 대비 각각 2.0% 및 3.0% 감소하였고, Y.16 관측소에서 1.0% 증가하였다. 이후 Yom 강에서 연간 퇴적량을 추정하였다. 이 결과 상류측에서 하상 저하가 발생하였고, 고수위 유량에서 하상 증가는 하류에 영향을 미치는 것을 알 수 있었는데 그 이유는 하류의 위치 때문이다. 대조적으로 2001년 에는 상류와 하류에서 모두 하상이 증가하였다.
    향후 연구로는 수문모형의 합리적인 매개변수를 추정하는 방법이 중요하며, 최적화기법을 적용하는 Shuffled Complex Evolution(SCE-UA) 기법 등을 적용 할 수 있다.

    From 1980, large dam project “Kaeng Sue Ten” for irrigation and flood mitigation at Song district in Phrae province on the upstream of the Yom River in Thailand, has been stopped because of the destruction of the ecosystem and the dissent of Non-Governmental Organization (NGO). Until now, the Kaeng Sue Ten (KST) dam has not been launched yet.
    Therefore, we tried to evaluate the effect of a new dam construction on the Yom River to aid understanding of these watershed environmental issues. To analyze the effect, the change of the seasonal discharge and suspended sediment transport induced by dam construction at the Yom River are investigated using hydrological simulations for the event occurred in 1995 (representative year of the great flood in the Yom River) and 2001 (representative year of the normal flow in the Yom River).
    For hydrological simulations, the 1-km distributed flow routing model (1K-FRM), which is a distributed hydrologic model based on kinematic wave theory and is developed by Kyoto University, Japan was selected. To evaluate the model capabilities, Hydrologic Modeling System (HEC-HMS) of the U.S. Army Crops of Engineers was chosen in order to compare the output of models. Then, to check the performance of the models, Nash-Sutcliffe Efficiency (NSE), Percentage Error in Peak (PEP), and RMSE-observations standard deviation ratio (RSR) are utilized.
    The daily rainfall data were collected from 18 stations throughout the Yom River Basin, which obtained from the Royal Irrigation Department (RID). To use precipitation data as an input data for HEC-HMS model, Thiessen polygons and precipitation data at each station are utilized. For 1K-FRM model, excess rainfall data is estimated by the NRCS Runoff Curve Number method, and HydroSHED data (30-second digital elevation and flow direction data) is utilized for topographic information.
    We calculate seasonal change of water discharge at designated outlets (five outlets in 1K-FRM and three outlets in HEC-HMS) based on the constructed input. Sediment loads at three gauging stations were estimated by the sediment rating curves, which are established from the finite samples composed of the monthly measured suspended sediment loads and the observed discharge at each gauging station. Finally we estimated annual sediment load along the study reach using both of the simulated annual hydrograph and the sediment rating curves.
    From the calibration and verification processes of two models, the 1K-FRM model shows better performance at the Yom River for NSE and RSR values. On the other hand, PEP values are almost same in both applications. It can be concluded that 1K-FRM model is a suitable model to evaluate the impact after dam construction in the Yom River Basin because the Yom River Basin is a large basin which has a variation of parameters across the watershed. It needs a spatially distributed (grid based) hydrologic model to perform continuous time simulation of river flows at any time step and at any location in the catchment. Therefore, the distributed parameters in 1K-FRM model is suitable to discriminate between changes in hydrologic processes of the Yom River Basin that occur throughout the basin area.
    In the case that the simulation conditions are same with 1995 (high-water year), after construction of dam, there was a moderate decrease (maximum decrease is 31.5% in HEC-HMS and 21.8% in 1K-FRM) of discharge in wet season and moderate increase (maximum increase is 40% in HEC-HMS and 38.4% in 1K-FRM) of discharge in dry season. Then, in the case that the simulation conditions are same with 2001 (low-water year), there was a small decrease (maximum decrease is 13.2% in HEC-HMS and 11.3% in (maximum increase is 17.8% in HEC-HMS and 14% in 1K-FRM) of discharge in dry season. In short, the impact of dam construction to the annual maximum discharge in water year 1995 was significantly larger than in water year 2001, indicating that the operation of KST will affect the discharge in high-water year more than in low-water year.
    The annual sediment transport showed that in water year 1995, after dam construction, the suspended sediment load decreased to about 9.7% and 4% from its former value at Y.14 and Y.6 stations, respectively, whereas the suspended sediment load at Y.16 station increased to 2.2% because the station is located at the downstream of basin. The corresponding results shows in water year 2001, the sediment transportation decreased 2% and 3% at Y.14 and Y.6 stations, respectively and increased to about 1% at station Y.16. After that, we estimated the annual sediment budget at the Yom River. We found that bed degradation could occur in the upper regime and the bed aggradation could affect in the lower regime in high-water year due to its downstream location. In contrast, both of the upper and lower regimes show an occurrence of bed aggradation in water year 2001.
    For further study, it is very important to estimate the reasonable parameters for a hydrologic model with the optimization methods such as the Shuffled Complex Evolution (SCE-UA) method.
