유럽연합(EU)의 쌍둥이 전환: 규제의 역설과 산업 전략적 본질 = The EU’s Twin Transition: The Paradox of Regulation and Industrial Strategic Essence

국문 초록 (Abstract)

본 글은 유럽연합(EU) 쌍둥이 전환의 양대 축인 녹색 및 디지털 전환의 산업 전략적 본질과 그것이 어떻게 유럽의 전략적 자산으로 작동하는지를 분석하는 데 목적을 둔다. 이를 위해 본 글은 양대 전환을 구성하는 핵심 법안들(탄소국경조정제도, 배터리 규정과 핵심 원자재법, 기업 지속가능성 실사 지침, 디지털 시장법, 디지털 서비스법, 인공지능 법)의 주요 내용들과 그 의미를 심층적으로 들여다본다. 이를 바탕으로 본 글은, 유럽연합의 쌍둥이 전환이 규제 권력을 통해 브뤼셀 효과를 극대화하고, 이를 규제의 무기화로 연결함으로써 유럽 내 핵심 기술과 에너지를 전략 자산으로 탈바꿈시키는 과정이라고 주장한다. 그런 점에서 쌍둥이 전환은 유럽이 글로벌 질서의 규칙 제정자로서 입지를 굳히고, 경제적 안보를 강화하려는 시도이다. 동시에 해당 전환은 규제가 단순히 혁신을 방해하는 장애물인 것만은 아니며, 오히려 국가의 전략적 자산이 될 수 있음도 시사한다.

This article aims to analyze the industrial-strategic essence of the European Union’s (EU) Twin Transition — the dual pillars of green and digital transformation — and how it functions as a strategic asset for Europe. To this end, this study provides an in-depth examination of the key legislative frameworks constituting the twin transition, including the Carbon Border Adjustment Mechanism(CBAM), the Battery Regulation, the Critical Raw Materials Act(CRMA), the Corporate Sustainability Due Diligence Directive(CSDDD), the Digital Markets Act(DMA), the Digital Services Act(DSA), and the Artificial Intelligence(AI) Act. Based on this analysis, this article argues that the EU’s Twin Transition is a process of maximizing the ‘Brussels Effect’ through its regulatory power and linking this to the weaponization of regulation. In doing so, the EU is transforming its core technologies and energy sectors into strategic assets. In this regard, the Twin Transition represents a strategic endeavor by Europe to solidify its standing as a global rule-setter and to bolster its economic security. Simultaneously, it suggests that regulation is not merely an obstacle to innovation; rather, it can function as a powerful strategic asset for a nation.
