The purpose of this study was to identify the characteristics of evacuation site in Nerimagu, Japan through the field study and suggests the implication on the planning aspects of the domestic planning guideline. The results were as follows: 1) Planning guideline of Nerimagu was highlighted the role of the government and local residents in minimizing disaster damage and providing sustainable operation of the evacuation sites. 2) Nerimagu has prepared the planning guideline in terms of habitability of disaster victims and evacuation site based on the experiences and problems that occurred during the past disasters. Specific space planning guidelines were presented by division the types of vulnerable people, these spaces are planned in advance before the disaster, and local residents continually trained to prepare for the use of these spaces. In conclusion, domestic guideline needs to provide the role of the persons in the evacuation site, and it is necessary to consider the problems such as accessibility and invasion of privacy, which are being raised in the domestic disaster scene.
