유럽의 항공사간 제휴에 관한 EU의 정책연구 = A Study on the EU Policies and EU Airline Alliances

국문 초록 (Abstract)

최근 여러 산업에서 기술, 경쟁환경 및 기업전략의 급속한 변화에 따라 기업간 협력적 관계가 광범위하게 확산되고 있다. 시장의 글로벌화와 국경 없는 경쟁의 심화로 인하여 거의 모든 기업간에 어떤 형태로든 협력하지 않고는 세계시장에서 생존하기 힘들어 졌다. 전략적 제휴를 비롯한 각종 협력은 곧 치열한 경쟁의 산물이자, 협력관계로 맺어진 네트워크간의 경쟁은 연쇄적으로 다른 기업들에게도 협력관계로의 편입을 강요하고 있다. 이렇게 산업의 글로벌화가 촉진되는 것은 규모의 경제의 중요성, 기술진보의 신속성, 소비자 수요의 동질화, 무역장벽의 감소 등의 다양한 요인들 때문이다.EU집행위원회는 EC 경쟁법에 따라서 많은 항공사간 제휴를 검토해왔다. 그러한 검토의 일반적인 접근 방식은 먼저 관련시장을 확인하고 그 시장 내의 경쟁에 미칠 수 있는 영향을 평가한 뒤, 구제책을 제안하는 것이다. 일반적으로 구제책은 항로의 운영 관련, 경쟁사의 특정 시설에의 접근 허용, 그리고 더 폭넓은 조건 등을 포함한다. 위원회의 접근 방법과 정책은 그 결정에서 알 수 있듯이 하여 많은 항공사간 제휴를 검토해오면서 발전해왔다.

Airlines achieve better results of operation if the market is more liberal. There is a positive relationship between the developments of alliances and the liberalization of air transport markets.
The EC Commission has examined a number of airline alliances under EC competition law. Its general approach is to identify the relevant market, to assess the likely effect on competition in those markets and the to propose remedies. Remedies generally include concerning operations on the route, allowing competitors access to certain facilities, involving undertakings by governments and so on. It is still too early to say how successful the Commission's practice and policy in connection with airline alliances has been. However, the Commission clearly learned the lessons from that experience and its policy and practice has evolved accordingly, in some quite innovative ways.
