都市計劃 過程에 있어서 住民參與 擴大方案에 관한 硏究 = (A) study on the civil participation in the process of urban planning

System that inhabitants could participate directly at urban planning process of our country so far is opinion presentation through ancient poetry or formula inspection after dictionary formula inspection and decision ago urban planning decision, and public forum· formula inspection etc. In city master plan was system effectively.
But, in July 2000, city plan statute expects more because systematic device that inhabitants can do direction draft at urban planning draft step being revised sharply is readied that inhabitants participation is magnified. But, public forum is not introduced systematically at urban planning draft step still, and because local society and Urban Planning Committee are not displaying several functions, is real condition that is not becoming substantial inhabitants participation.
This inhabitants participation can present the following alternative to overcome limit and becomes genuine inhabitants participation in urban planning process.
First, secure inhabitants participation systematically at city plan process on Town Planning and Zoning Act.
At urban planning process, introduce public forum systematically, and so that do to string dictionary formula inspection period and magnify width of inhabitants' draft proposal gradually and local meeting virtual function can be guaranteed inquiry function gradual conversion as decision function need, and also, must strengthen operation of Urban -Planning Committee more.
Second, it must activate inhabitants participation of various forms at urban planning process. For example, local residents who employ basis investigation business part in local government enough utilize or, way etc. that hold briefing session to direction inhabitants about main contents of urban planning can grope.
Third, make up environment that active inhabitants participation can be guaranteed at urban planning process.
Therefore, junta need to publicize enough city plan beforehand and urban planning draft and decision stage are transparent and should be operated democratically so that it may not be possession of misunderstanding and disbelief about inhabitants' concerns.
Fourth, it is establishment of democratic sense of values of relation administration first engineer, specialist, local residents that participate at urban planning process.
Therefore, relation administration first engineer who sleep decisive power of urban planning must recognize that city planning determination that there is no inhabitants' participation in urban planning process causes disbelief and discord finally.
In the meantime, when inhabitants recognize what not reverse for ocean reverse but genuine participation for area development is in some urban planning, city sees that is developed by inhabitants.
