This study explores how a user-centered approach can be reflected in universal signage design in public buildings. In Korea, policies and laws related to universal design are in place, but standards for effective information communication are lacking. This study highlights the need for specific guidelines to improve the information conveyance of signs in public buildings. It diagnoses the problems of current sign design through a theoretical background analysis of domestic and foreign cases and surveys and suggests improvement measures based on user survey results The aim is to find a design method that makes it easier for various user groups to recognize information and harmonize the functionality and aesthetics of signs.

The case studies analyzed the importance of universal sign design not only in terms of its functional role, but also in terms of the user's psychological well-being and visual satisfaction. The survey of public building sign design revealed the achievements and limitations of universal sign design and the need for specific design guidelines for physical and communication elements of signs. An analysis of design guidelines for public signs in Korea showed that current guidelines focus primarily on functionality and do not fully reflect universal design principles.
The user research focused on examining the main visual elements of the sign: pictograms and color. The research was conducted in three stages: Stage 1 drew typologies of designs currently applied in public buildings and those proposed by the higher guidelines, and compared and analyzed users' perceptions. In the second stage, to refine the method of universal sign design, we created new sign samples based on the universal sign design method, which was positively evaluated in the first stage, and examined user perceptions by each stage of expression. The third phase of research analyzed the effect of the combination of color and pictograms on information delivery.

As a result of comparing the color in Guide Signs and the Recommended Color Combinations for Color Universal Design, most users, except for the color deficiency group, evaluated the colors applied on-site as more effective in conveying information.
The Color deficiency group rated the functionality of Chromatic Colors Single color higher than Color Combination, while the General group and Cataract group rated Color Combination higher. In an aesthetic evaluation conducted on designers, the Chromatic Colors Single color and Combination plan with a reduced area of accent color were highly rated.
The results of a survey on awareness and understanding of standard and non-standard pictograms showed that even standard pictograms often had unknown meanings, and non-standard pictograms that had been used for a long time were more effective in conveying information.
As a result of investigating user cognition by creating new sign samples for each expression step, Color in Guide Signs showed high functionality in colors of mid brightness and high saturation range (V: 5~8, C: 10 or higher), and aesthetics were highly evaluated at slightly lower brightness and saturation.
In the pictogram survey, a picture that combined the Action of a person and A thing with a symbolic ideogram added showed high comprehension for both Domestic and Foreigners.
From a universal sign design perspective, the results show that direct, clearly differentiated signs with descriptive expressions are more suitable for diverse user groups than simple symbolic ones.
In a study on the effectiveness of information delivery according to the presence or absence of pictograms, signs containing pictograms received positive evaluations in terms of both functionality and aesthetics.
In a study on how color and pictogram combinations affect information transmission, users rated aesthetics positively when functionality was high. The design that applied Mixed Color Combination received positive reviews for both functionality and aesthetics. These results show that the color combinations of signs functionally increase visual focus, help to distinguish them more easily, and aesthetically reduce monotony and enhance visual enjoyment..

In order to achieve the goal of universal sign design in public buildings, thorough research and analysis of users' cognitive differences should be conducted, and based on this, more diverse guidelines than the current ones should be established. Design adjustments should be made to prioritize functionality while also harmonizing with the spatial environment. Information presentation requires designing visual elements that balance simplicity and detail and promoting standardization to provide a consistent user experience. In addition, environmental customization criteria should be segmented based on external and internal spaces and purposes, and the design should distinguish between emergency situations and daily guidance purposes. By establishing multicultural guidelines that take into account users with diverse cultural backgrounds, we can implement a sign design that is suitable for a globalized society.
When creating a new design, it is virtually impossible to create a design that satisfies everyone, so it is necessary to design a sign that strikes a balance between designing for the main user and universality.
