NYPD has adopted zero tolerance policing on the basis of broken window theory. Broken window in a building is not repaired, then the sense that nobody cares or is in control will result in the breaking of other windows. If minor incivilities are ignored, an atmosphere of lawlessness and social decay develops. This provides an environment for more serious crime to flourish because criminals believe that they will not be apprehended. Zero tolerance policing is defined being tough on crime, non-discretionary law enforcement, police action against minor offences and disorder. Therefore, zero tolerance policing means “nipping the things bud.” But zero tolerance policing has been criticized in several perspectives; non-discretionary law enforcement, doubting the New York Miracle(crime reduction strategy), increasing workload of criminal justice agency, short-term response etc.
