    Agenda Setting of China's“Double Reduction”Policy: An Analysis Based on Multiple Streams Model

    This study applied Kingdon's(1984, 1995) Multiple Streams Model to analyze the agenda setting of China's “Double Reduction” policy. It examined problem, policy and political streams, along with roles of policy entrepreneurs and the open of policy window. Findings indicated that excessive educational burdens and off-campus tutoring triggered indicator changes, dramatic focus events and negative policy feedback in problem stream. Government sectors, policy experts and interest groups formed policy communities to propose and promote policy alternatives for reducing educational burdens in policy stream. Political leaders issued directives, and the ruling party emphasized educational equality and equity, while nation mood strengthened the policy's priority in political stream. Drafting task force of “Double Reduction” policy, acting as policy entrepreneurs to push the opening of policy window. The study provided implications such as establishing monitoring indicators and feedback channels, expanding diverse policy actors participation, improving national mood expression and interest integration to optimize the educational policy agenda setting process.
