고용 없는 성장과 경기도의 과제 = Jobless Growth of Kyeongki area: Good News or Bad News?

국문 초록 (Abstract)

최근 국내외적으로 고용 없는 성장이 중요한 경제 문제가 되고 있다. 경제 성장에도 불구하고 일자리 창출이 기대에 미치지 못하고 있는 대표적 원인으로 정보통신 산업의 발달과 같은 산업구조 조정, 기업의 적시고용 관행, 생산성 향상을 꼽을 수 있다.
고용 없는 성장을 시도별로 분해해보면 경기도는 서울시나 인천시에 비해서 고용 증가가 두드러졌다. 이는 일견 좋은 소식이긴 하지만 자세히 들여다보면 경기도가 해결해야 할 과제를 발견할 수 있다. 비록 경기도가 취업자수를 늘리는 데에는 수도권의 다른 지역이나 전국 평균에 비해서 좋은 성과를 보이고 있지만 그에 부합하는 생산 증가를 실현하고 있지 못하기
때문이다. 그 결과 경기도의 노동 생산성이 전국 평균에 미치지 못하고 있을 뿐 아니라, 그 격차가 2000년대에 확대되고 있다. 임금근로자에 비해서자영자와 무급가족종사자가 상대적으로 많은 것이 경기도 생산성이 낮은현상의 원인 가운데 하나이며, 그 결과 고용의 질 저하에 대한 우려까지 낳고 있다.
단순히 많은 기업체를 유치함으로써 일자리 수를 늘리는 데에서 벗어나질이 높은 고부가가치 기업이나 산업을 유치하여 생산성을 높이는 일이 경기도가 해결해야 할 과제이다.

다국어 초록 (Multilingual Abstract)

Recent economic growth is unique in that the growth in employment is weak. The so-called jobless growth runs counter the stylized fact of business cycle movements that employment and output are strongly positively correlated. Analysts widely agree that the structural changes accelerated by ICT industries, just-in-timeemployment practice, and rapid productivity growth contributed to the jobless growth in the Korean economy.
Regional data shows that the employment growth of Kyeongki area is stronger than Seoul and Incheon. A closer look at this story, looks like a good news to Kyeongki-Do at a single glance, casts some problems to be solved. With such strong employment growth, productivity growth of Kyeongki area falls short of that of Seoul or
even national average. And the productivity gap between Kyeongki province and national average is widening in the 2000s. Attracting not only new firms but high-tech and high value-added firms will lead to productivity-led growth, and thus robust development of Kyeongki-Do.
