다국어 초록 (Multilingual Abstract)
The purpose of this paper is to present guidelines for the betterment of urban and regional land-use system as well as to establish schemes for the reorganization of spatial structures in Seoul Metropolitan Area. Basically, these guidelines and schemes are to pursue to maximizing growth potentialities and to maintaining self-reliances within the Region for the 21th century.
As a result of analyzing land-use systems and spatial structures, the former should be implemented by employing economic incentive policies through the invisible hand in land markets rather than administrative regulatory policies. In the case of the latter, the balances of regional income among regions within Seoul Matropolitan Area is to be emphasized. To do that, the priority in investing public budgets in urban infrastructures should be given to the regional strategic cities away from Seoul so that these cities play an important role to promote regional standards of living in underdeveloped area.
