광역자치단체의 자금관리에 관한 연구: 서울, 인천, 경기도 비교분석 = A Study on Cash Management Practices of Metropolitan City and Provincial Governments: A Comparative Analysis of Seoul, Incheon, and Kyunggi

다국어 초록 (Multilingual Abstract)

Cash management of local governments has been improved gradually since 1997, when the issue emerged as an important local agenda. Some notable developments took place in the method of bank selection as well as in cash allotments. Nevertheless, few research has been undertaken whether these changes have resulted in better performance in cash management. This paper is an attempt in that direction and analyzes cash management practices of Seoul, Incheon, and Kyunggi-Do, all of which are deemed to have made efforts to improve cash management systems in the past few years. The analysis, which has been conducted by interviewing practitioners and data analyses, focuses on legal-institutional frameworks, selections of and relations with financial institutions, information systems, and investment strategies. Through the comparison and subsequent analyses of cash management practices of the three local governments, this paper addresses policy and research implications.
