김대중 정부의 조직개혁 분석

다국어 초록 (Multilingual Abstract)

Based on the belief that administrative reform can not succeed without continuous reform process, this study examines a structural change and operating system changes of Kim Dae Jung Government in Korea. This study suggests that the feasibility of administrative reform can be rised by obtaining the validity of the ideological prospect and strategy. The result of the organizational reform would be evaluated by failed or unclear model. With a model construction of reform evaluation, careful examination of the reform contexts was made before reform idea had been investigated. This study analysed on the finance and economy institute and Special Operating System.
The ideological background(Neo Liberalism and Small Government Idea) was widespread and specified through a full administration reform process. With this idea, DJ administration has launched a wide range of organizational reform and the administration made relatively systematic and comprehensive efforts in organizational reform. But, the context, idea, and strategy of the reform in DJ administration has unpromising rationality. The organizational restructuring in the public sector should be made on the basis of rational plan and strategy construction.
