제주지역 경찰공무원의 이원화 자치경찰제도 수용성에 미치는 영향요인 분석: 내‧외부적 요인의 매개효과를 중심으로* = Analysis of the factors influencing the acceptance of the Jeju regional police officer dual autonomous police system: Focusing on the mediating effects of internal and external factors

국문 초록 (Abstract)

우리나라의 현행 일원화 자치경찰제도는시행된지 3년이 흘렀지만 국가경찰관이 자치경찰사무를 형식적으로 수행하는 등 무늬만 자치경찰이라는 비판을 받고 있지만 향후 더욱 발전되고 결국 이원화 자치경찰로확대될 것이라는 점에서 지속적으로 주목을받고 있다.
제주 지역은 이원화 자치경찰제도 최초로시행된 상징적인 지역으로, 동시에 전국단위인 일원화 자치경찰제도도 시행 중인 전국 유일의 일‧이원화가 모두 운영되는 지역으로 제주경찰청 소속 경찰관은 자치경찰에대한 경험과 이해도가 높은 집단이라 볼 수있다.
이는 향후 이원화 자치경찰제도를 위해서분석할 좋은 표본라는 점을 부정할 수 없다.
본 연구에서는 일원화 자치경찰제가 시행 3 년이 지난 시점에서 이원화를 경험한 제주경찰의 비교적 정확한 인식을 바탕으로 수용성 등을 분석하였다는 점에서 의미 있는연구가 될 것이다.
본 연구에서는 제주경찰청 경찰관을 대상으로 ‘이원화 자치경찰제도의 수용성’에 미치는 영향을 분석하기 위해 ‘정책이해도’, ‘인센티브 요인’, ‘일원화 자치경찰제도 인식’을 독립변수로, ‘내‧외부적 요인을 매개변수로 설정하여 위계적 회귀분석과 부트스트랩 분석을 병행하여 검증하였다. 그 결과 독립변수는 모두 정(+)적인 직접 효과를확인하였고, 매개변수의 간접효과도 확인하였다. 이상 분석결과를 바탕으로 이원화 자치경찰제도의 발전을 위한 정책적 제언을제시하였다.

다국어 초록 (Multilingual Abstract)

The current unified autonomous police system in our country has been in place for three years, but it is still being criticized as an autonomous police system in name only, with national police officers performing autonomous police duties in a formal manner. However, it is continuously receiving attention as it is expected to further develop and eventually expand into a dual autonomous police system. Jeju is the symbolic region where the dual autonomous police system was first implemented, and at the same time, it is the only region in the country where both the single and dual systems are being implemented, and police officers belonging to the Jeju Police Agency can be seen as a group with a high level of experience and understanding of autonomous police.
It cannot be denied that this is a good sample to analyze for the future dual autonomous police system. This study will be meaningful in that it analyzed the relatively accurate perception and acceptance of Jeju police who experienced the dualization three years after the implementation of the unified autonomous police system. In this study, in order to analyze the influence on the ‘acceptability of the dual autonomous police system’ of Jeju police officers, ‘policy understanding’, ‘incentive factors’, and ‘awareness of the unified autonomous police system’ were set as independent variables, and ‘internal and external factors’ were set as mediating factors, and hierarchical regression analysis and bootstrap analysis were conducted in parallel to verify.
As a result, all independent variables confirmed a positive direct effect, and the indirect effect of the mediating factors was also confirmed. Based on the above analysis results, policy suggestions for the development of the dual autonomous police system were presented.
