국문 초록 (Abstract)

이 연구는 지역에서 다양하게 추진되는 인적자원개발 사업을 유형화하고, 각 유형별 특징과 한계를 살펴봄으로써 향후 정책발전을 위한 시사점을 도출하는데 목적이 있다. 다양한 사업을 유형화하여 분석하기 위한 개념적 틀로 ‘인적자본 개발’과 ‘사회적 자본 형성’을 하위 변수로 하는 ‘정책 목표’와 공공기관과 민간기관을 하위 변수로 하는 ‘사업 추진주체’를 설명 변수로 하는 ‘지역인적자원개발 정책모형’을 수립하여 활용하였다. 이 방법에 따라 지역인적자원개발 사업을 개념적으로 분류하면, 공공기관 주도의 인적자본 개발 사업, 공공기관 주도의 사회적 자본 형성 사업, 민간
기관 주도의 인적자본개발 사업, 민간기관 주도의 사회적 자본 형성 등으로 나눌 수 있다. 이러한 분류에 따라 중앙정부의 재정지원 아래 추진되어 온 지역인적자원개발 사업을 시범 분석한 결과, 인적자본 개발과 사회적 자본 형성을 위한 사업은 대체로 균형적으로 추진되고 있었지만, 공공 기관은 상대적으로 사업에 외부성이 존재하는 사회적 자본 형성을 위한 분야를 주로 담당하고, 인적자본 개발과 관련된 사업은 전문성이 있는 민간기관과의 협력 아래 추진되는 경향이 있었다.

Since Regional Human Resources Development (RHRD) was proposed in 2001 as a part of comprehensive National Human Resources Development (NHRD) initiatives, it has evolved as an effective public policy to enhance the competitiveness of regions by promoting human capital development and social capital formation. A wide range of
RHRD programs has been provided by local government authorities and many private HRD agencies in order to offer considerable benefits to various groups of local residents. From a public policy perspective, this study examined the concept and development trajectory of the RHRD policy in Korea and sought to build an explanatory and conceptual model to better understand theoretical and practical characteristics of the RHRD policy. This study also suggests that the model contributes to theoretical development of the RHRD policy, helps promote comprehensive and systematic analysis of RHRD programs and effective RHRD policy planning at the local level, and may be of great use in evaluating the effectiveness of the RHRD policy at the national level.
