구한말 대구지역 토지조사사업에 관한 연구 = A Study on Land Survey Project for Daegu Region in the Late of the Korean Empire

다국어 초록 (Multilingual Abstract)

The Korean government executes a unification of a Spatial Data system, reorganization of national government , unification of Survey control point, conversion to an international geodetic system, making continual land registration map, the core of the basis data, high detailed drawing and other business in many directions for driving smoothly to construct NSDI(National Spatial Data Infrastructure).
However, in this business, the reason why it's expected to be difficult to fulfill the whole country business in Daegu region in the same period is because Daegu region registration map has been made up of another way, different from other systems for the whole country, of the coordinate system.
It's the consequence of the Land survey project about 100 years ago in the late of The Greater Korean Empire. This old land registration map successfully carried out its demanded function, but it's not appropriate for the base of Spatial data for nowadays and the continual land registration map which corresponds with a contour map at all.
In this research, sundry records and inquiry data are not good enough for a present Land survey project for Daegu region, so it's not specific who conducted a cadastral survey and when it was performed. Therefore, it will be disclosed the general condition of the exact Land survey project by the generation background and the flow of the history about 100 years ago through collecting data connected with the situation of the late Joseon Dynasty and the cadastral survey for Daegu region. And we are going to study the influence on the whole country Land survey project by the achievement of the Land survey project for Daegu region and the historical significance of the Land survey project for Daegu region.
The period of the beginning of the present modern land register has been known to people from 1910 to 1918, but the Land survey project for Daegu region was ready and performed a few years earlier than when we have known according to analysis a various historical material through this research. And also, we are going to contribute to make the accurate period of the Land survey project clear through these kinds of circumstantial evidence.
We have investigated five Old local triangulation control point constructed by the Land survey project for Daegu and nearby district, important as a historical material and used for preservation and management of a land registration map as well, but it's now well known to a memoir.

We got the following consequences through this research.

1. The Korean Empire invited Japanese surveyors to commence Daegu and eleven Old local triangulation control point survey in the whole country in 1905. And may 1st in 1906, after opening Survey apprenticeship school in Daegu branch office, they trained the surveyors to conduct a Land Survey project and started it in Daegu simultaneously.

2. The late of The Korean Empire, it entered on Land Survey project from September 9th to November 30th in 1911.

3. In accordance with a Land survey project for Daegu region, we could regard three regulations, made in 1907, as a data basic law of Land survey project for establishing a law of a Land survey, and many parts of them are used on present laws of the land register.

4. In those days of the Land survey project, the Sora-datum point completely has the same shape in comparison to the origin, Geumsan-datum point is restored in the exact position and other datum points has loss and poor preserved condition among Old local triangulation control points in Daegu region.

국문 초록 (Abstract)

정부는 국가공간정보인프라 구축의 원활한 추진을 위하여 공간정보관련 제도의 통합, 국가조직의 개편, 측량기준점의 통합, 세계측지계로의 전환 및 기반자료로서의 가장 핵심이 되는 연속지적도 고도화 사업 등과 같은 사업을 다각도로 펼치고 있다.
하지만 이러한 사업에 있어 대구지역은 같은 시기에 전국적인 포맷으로 사업을 수행하기 어려우리라 예상된다. 그 이유는 전국적인 좌표체계와 달리 대구지역은 별도의 좌표체계로 지적도가 만들어져 있기 때문이다.
이는 약100년 전 구한말 시급히 시행한 토지조사사업의 결과로서 근대적인 토지소유권 제도 확립과 조세징수의 목적으로는 그 역할을 충실히 수행하였으나 현재의 공간정보에 기본이 되며 지형도와 부합이 되는 연속지적도로서의 역할과는 그 목적하는 바가 전혀 다르기 때문이다.

본 연구에서는 현재 대구지역의 토지조사사업에 대한 관련 문헌과 연구 자료가 부족하여 정확히 언제 누가 지적측량을 하였는가가 분명하지 않아 조선시대 말엽 시대적 상황과 대구지역 지적측량의 역사에 대하여 관련된 자료를 수집하여 100년 전 당시 시대적인 배경과 역사의 흐름에 따른 대구지역의 정확한 토지조사사업의 개황을 밝혀내고 대구지역 토지조사사업의 결과로 만들어진 성과가 전국적인 토지조사사업에 미친 영향 등 대구지역의 토지조사사업이 갖는 역사적 의미에 대해서 연구하고자 한다.
현재 우리나라의 근대적 지적이 시작된 시기는 일반적으로 일제의 토지조사사업기간을 1910~1918 이라고 말하나 본 연구를 통해서 그보다 몇 년 정도 더 앞서 대구지역의 토지조사사업이 준비되고 시작되었음이 여러 사료를 조사 분석하였고 이와 같은 정황증거를 통해 대구지역과 우리나라의 정확한 토지조사사업 시기를 정립하는데 일조하고자 한다.
아울러 대구 및 인근지역의 토지조사사업으로 구축되고 역사적 사료로서도 중요하며 현재도 해당지역 지적도의 유지관리에 사용되고 있지만 학회지 등에 그 현황이 정확히 보고되지 않고 있는 5개의 구소삼각원점의 현황을 조사하고자 하였다.

본 연구의 결과로 다음과 같은 결과를 얻을 수 있었다.

1. 구 한국정부는 일본인 측량사를 초빙하여 1905년 대구를 비롯한 전국의 11개소의 구소삼각측량을 착수하였고 다음해인 1906.5.1 대구에 측량기술견습소 대구출장소를 개소 후 토지조사사업에 필요한 측량기술자의 양성교육과 겸하여 대구지역의 토지조사사업을 시작하였다.

2. 구한말 대구시내 지역의 토지조사사업은 1911.8.9 착수하여 같은 해 11.30 완료하였다.

3. 대구지역의 토지조사사업에 따라 1907년에 만들어진 3개의 규정은 토지조사사업의 근거법인 토지조사령을 제정하기위한 자료로 볼 수 있으며 많은 부분이 현재의 지적관련법규에 사용되고 있다.

4. 토지조사사업당시 대구인근지역에 설치된 구소삼각측량원점 중 온전히 본래의 모습을 가지는 것은 소라원점이며, 정확한 위치에 복원된 것은 금산원점, 그 외 원점은 망실되거나 보존 상태가 극히 불량하였다.
