In Korea, there have been lively discussions about Evaluation of Legislation(Gesetzesfolgenabschatzung) over ten years. Recently plans for institutionalizing evaluation of legislation are under discussion. But I think that a lot of problems remain to be solved: concept of legislative evaluation, relationship between evaluation of legislation and many another evaluations, criteria of legislative evaluation, methods of legislative evaluation, expert of legislative evaluation etc. I suggested the plans of these problems in this article. I think that it is not too late to institutionalize evaluation of legislation after a lot of problems about evaluation of legislation are solved. In Germany, evaluation of legislation is failed to be activated. Prof. Carl Bohret and Dr. Gotz Konzendorf wrote the book about evaluation of legislation(Handbuch Gesetzesfolgenabschatzung(GFA): Gesetze, Verordnungen, Verwaltungsvorschriften) after they studied it over twenty years. At this point, it is important to review and supplement problems about evaluation of legislation. And it is needed to study concept, type, organ, criteria, methods, binding force of legislative evaluation, relationship between evaluation of legislation and many another evaluations etc., and to nurture expert of legislative evaluation for five or ten years. I think that it is not too late to institutionalize evaluation of legislation after problems about evaluation of legislation are solved.
