The varieties of capitalism approach provides an analytical scheme for macrocomparisons of institutional complementarities of political economies, but its static nature renders it unsuitable for micro-comparisons of political economies belonging to the same type. This essay argues that the institutional-evolutionary perspective allows us to explain significant differences among political economies with similar macro-level characteristics, while not resorting to another, more fine-tuned typology. In order to conduct this task, this essay compares two liberal market economies, the United States and Canada, in terms of the evolution of unemployment insurance as an indicator of labor-welfare linkages.
