    The purpose of this study is to analyze the government’s industrial policy and corporate responses in the Korean automobile industry in the 1960s and to elucidate the reasons for the failure to achieve policy goals. The policies analyzed were the 1962 Five-Year Automobile Industry Plan, the 1964 horizontal integration policy, and the 1969 Three-Year Localization Plan. The company being analyzed was Shinjin Motors Company.
    The primary goal of automotive industry policy in the 1960s was import substitution, or increasing the domestic production rate. To achieve this goal, policies aimed at unifying or pluralizing the number of automakers failed to reach to the expected results. These policy failures stemmed from limitations in the policies themselves and the passive and opportunistic responses of the companies targeted by the policies.
    The policy’s shortcomings included unsystematic content and a lack of consistency. Furthermore, policymakers at the time were unaware of the differentiation as a competitive factor inherent in the automotive industry.
    Shinjin’s management, rather than the industrial capitalist expected by the policy, displayed the typical behavior of a commercial capitalist.
