Korea’s economy is continuously developing, and with the emergence of various technologies, the scale of the industry is expanding. However, the factors that threaten the lives and safety of workers in the workplace have also diversified, and changes in measures and means to prevent industrial accidents have also been accompanied. In order to reduce and prevent industrial accidents, it is imperative to establish a strategic system for safety consciousness, safety culture, and safety capabilities, and to improve organizational culture and quickly and accurately respond to accidents and remove risk factors. In this context, this study studied trainees of the Army OO New School of Education as an important factor in preventing safety accidents and how the safety leadership of the organization’s manager, the commander, affects the safety culture of the organization, the safety capabilities, and safety behavior of trainees. To achieve the purpose of the study, a research model and hypothesis were established, and structural equation model analysis using SPSS 26.0 and AMOS 26.0 statistical programs was conducted. The analysis results were as follows. As a result of the study, it was verified that the safety leadership of the commander is an important factor in the formation of an organization’s safety culture, the safety capabilities and safety behavior of trainees, and it was also found that trust between colleagues is also very important for preventing safety accidents.
Therefore, conducting substantial safety education or activities based on the commander’s safety leadership and peer trust among trainees will have a positive impact on the formation of a safety culture and improvement of safety capabilities.
