고전기 아테네에서 중무장보병의 전시 동원체제 = The Wartime mobilization system of hoplite infantry in the Classical Athens

국문 초록 (Abstract)

본 논문은 고전기 아테네에서 중무장보병의 동원방식에 관해 크라이스트(M.R. Christ)의 견해를 중심으로 클레이스테네스의 부족개편 이후의 군사동원방식과 기원전 4세기 후반의 군사동원방식을 검토하고자 하였다. 크라이스트가 분석한 고전기 아테네에서 군사동원방식을 정리해본다면, 부족별 징병명부에 따른 군사동원은 신속한 동원을 할 수 없는 불편함에도 불구하고 군사동원에 대한 정확한 자료가 없는 당시 상황에서 동원된 중무장보병의 인원 수와 전쟁동향을 파악할 수 있는 중심명부의 기능을 했고, 이에 반해 연령별에 따른 군사동원은 연령별로 리스트가 작성되고 난 후 동일한 나이와 그룹군에서 징집이 가능함으로써 군복무자의 동향을 파악하는데 용이하고, 나아가 신속하게 군사동원이 가능하다는 점에서 부족별 징병병부에 따른 동원방식보다 효율적인 징병제로 간주하고 있다. 또한 크라이스트는 기원전 4세기 후반의 군사동원에서의 윤번제 실시로 인해 군사봉사에 대한 평등한 의식을 공유하도록 만들었으며, 나아가 시민 간에 국가에 봉사하는 공민적 의무를 공평하게 분배하려는 의도에서 시도된 제도적 장치로 보고 있다.
아테네 국가는 공동의 선을 추구하기 위해 시민들에게 평등한 공민적 의무를 요구하였고 이러한 맥락에서 윤번제 실시는 정치에서 동등함을 요구하듯이 군복무에서도 시민들 간의 동등한 공민적 의무의식을 갖도록 환기시켜주는 장치라는 점에서 주목할 만하다. 더욱이 부족별 징병병부의 군사동원에서 연령별 집단의 군사 동원방식으로의 변화는 펠로폰네소스 전쟁 이후 군사적 정황이 이전과는 다른 상태로 변화함으로써 신속한 군사동원이 필요하였고, 아울러 급진적 민주정치로 인해 평등함이 내재된 당시 정치적, 사회적 상황에서 군사출정에도 동일한 공민적 평등을 공유하려는 인식이 함축됨으로써 고전기 후반에 군사동원방식이 변화한 것으로 보여진다.

다국어 초록 (Multilingual Abstract)

This paper attempt to explore the military mobilization method of hoplite infantry in the Classical Athens. From the battle of Persians at least, the fleet played a crucial part in Athens’ defence and expansion, and the lower classes occupied a prominent role in the fleet. Nevertheless, it seems the fact that hoplite infantrymen are portrayed far more frequently on Greek vases than either sailors or light-armed troops. In general, the scholarly view is suggest that hoplite warfare was to have been the dominant form of warfare between 700-450 B.C.. The hoplite infantry service was compulsory throughout the Classical Athens.
My view coincides with Christ"s argument that Athenians used two different methods of military mobilization methods. His comment may indicate that the generals(stratégoi) exercised considerable discretion in selecting whose names to post on the ten conscription lists(katalogoi), one for each tribe, at the time of the Peloponnesian war, as conscription by Katalogos. But, the conscription by katalogos must have not speeded up the process of military mobilization and allowed more equitable. Therefore, He is suggest that the Athenians do seem to have used conscription by age-groups collectively of either a permanent register or a speed mobilization, in the late-fourth century. For rotation among age-group, the mobilization by age-group was much more equitable than mobilization by katalogos.
Therefore, I have been point out that this change of mobilization system could have improved the speed of mobilization. Besides, It is possible to suggest that the change of the military mobilization methods represents for distributing equitably the civil duty to serve on the warfare.
